} <br /> MINUTES October 4, 1990 BOARD of HEALTH <br /> Mr. sla ins y informed the Board ground water was en- <br /> countered 3' below the surface. A 100,1 .distance is main- <br /> tained from the well on lot 1 , 118' from the existing well <br /> on lot 114, and 531 from the edge of the wetland, We propose <br /> to strip out an area, (shown to the Board) , and fill it with <br /> sand. Two flow diffusors and stone will be placed in that <br /> area. Finished elevation approximately 1 • . 1n order t <br /> contain the fill and to abide by the break-out rules of Title <br /> v a concrete retaining wall will be required around % , of <br /> the system, The proposed leaching facility will accomodate <br /> 345 gallons per day, <br /> Mr. Greelish stated the lot is a severe environmental <br /> compromise. 1 had previously commented the lot was so tech- <br /> nically marginal in every respect that 1 couldn't possibly <br /> approve plans, my opinion has not changed. <br /> Mr. Doherty reiterated Mr. Greelish's opinion stating <br /> the lot is technically marginal. <br /> Mr. Greelish stated the only remedy to this situation is <br /> public water servicing the lot. <br /> Attorney Henc ey stated if this was the first lot in the <br /> subdivision plans could be reconfigured in such a► way to <br /> maintain all of the setbacks.. <br /> Mr. Greelish responded plans would still require massive <br /> variances. <br /> Attorney¢ Hendry stated-, Counselor to .the Mas pe Ta- <br /> ter District, there#are no" plans �on the table, either now or <br /> in the foreseeable future by the Mahpee Water District. <br /> This is not within the High Wood Nater servicing area. To <br /> interject the issue of town watr, into this is inappropriate. <br /> Mr. Greelish stated this is a technical feasibility <br /> should town water arrive p in- •the area. This Board-. is well <br /> aware of the enuous .situation%of the, ll in this evelop- <br /> i r <br /> meat. <br /> Mr. Salter explained he is seriously ill and was propos- <br /> ing to build the home for his son. I have paid taxes on the <br /> lot for twelve yeas and was recently assessed at <br /> $185rOOO,OO, To be told the lot is unbui ldable is unfair, <br /> Mr, salter asked the Board to consider the circumstances in- <br /> volved. <br /> Mr. Cushner questioned, hoer you can encase the effluent <br /> from flow diffusers and expect it to go down into the ground <br />
