y TOWN OF MAHPEE BOARD OF HEALTH MEETING January 9, 1989 Meeting ca I 1 d to order at 3:00 pm. Mwbers present: merge R. Costa, Roland L. Wilson, Stephen J, Greelish, THE TAPE IS NOT A PART OF THE MEETING. IT IS FOR THE PURPOSE OF TRANSCRIBING MINUTES. 1. No warrants to be signed. 2. Mr. Wilson motioned to accept the minutes of the Dec. 19, 1988 meeting, Mr. Greelish seconded, all agreed. S. MEMO FROM EXECUTIVE SECRETARY RE: OTIS TRANSFER STATION, This reflects Ml shp els share of the cost to operate the Otis transfer station, for F Y 1990. GRC: Mashpee's share will be 13.92°4 or $32508.74. SJG: We've received an estimate before, this rnusf be the final. It was noted that whether or not %shpee's transfer station is ready or not, we would most likely have to pay our full share once the Otis station is on line. . MEMO FROM ANIMAL CONTROL OFFICER RE: DISPOSAL OF DEER CARCASSES. Previously discussed with Animal Control Officer. [m noted. . BOARD OF APPEALS HEARING NOTICE. GRC will try to attend the Twamey issue. . MEMO FROM EXECUTIVE SECRETARY RE: INSPECTION OS SEPTIC SYSTEMS. EAM noted that he met with Mbrphy subse- quent to his mmo and was informed that Mrs. Anderson had made arrangements with Abco Cesspool to pub out the system at the Town Hall without the use of punpimg tickets without which the BOH cannot keep records. EAM told Murphy that as long as the system is being pumped, that's all we're looking for, we don't need a seperate inspection. Abo is to send the BOH a letter stating the dates and amounts peed. Mbrphy indicated that he would notify the Senior Center to comply with our regulation. We have no problems with the septic maintenance at the diddle School. GRC requested that we respond in writing to rphy's mina based on your discussion with hire. . MFS FROM ENIE RE: WASTE OIL. Noted. 8. MEMO FROM PERSONNEL BOARD RE: INTERVIEW POLICY. CRO: basically the same policy which was used to interview the applicants for the Assistant's position. 9. MEMO FROM TOWN ACCOUNTANT RE: B.F.I. REFUND. EM: This is in direct response to the nEm we seat to ac- countant stating that we would honor the unused tickets in lieu of cash for the new 1989 stickers, unless we are d i acted other wise by her office. GRC: send a letter to BFI exp l a i n i ng that they had enough t inne t request this refund, but that it's now too late. If they want to petition the General Court we will support thern. 10. LETTER FROM SEAN 01BRIEN, BARNSTABLE COUNTY,, RE: LEAD MATER TEST RESULTS. EAM: we had a meeting this after- noon on with De burn, Murphy, Martini, Sean and myself to discuss this situation. De bu a has already implemented a flushing program at the Middle School and at that portion of the Town Hall used as a school. We recommended five minute Tushing to hopefully reduce the copper content as well as the lead. Murphy will see to it that the water bubbler and the breve-roon faucet is flushed. We are hoping the new school plumbing will have non- lead solder. As soon as s uff i c i err p l umg is installed to accomodate f i ire d i fferent sampling l c at i oris, D tura will contact this Office and we will set up a sampling date with the County. Murphy wants the BO 's opinion as to how often we should retest. It should be noted that the old school came out better than the Middle School, which indicates that the lead solder had probably flushed Out. SJG: let's test semi-annually and take it from there. 11. EAM: we wanted verification that what e submitted for in our budget as a result of our meeting with tnern was in fact accurate and sufficient F to satisfy their engineering costs as far as the BOH is concerned. GRC. make sure Murphy gets a copy, since the Sectmen are mentioned in the last paragraph. r 4
