EAM: the two-year time limit on the 4 septic permits is ab0ut to expire. he wants an extension on lot1 to Sept. 22, 1989 to coincide with the other four. The installer who pulled these permits is no Ioger licensed in Mashpe . He questions the 0 per permit fee since this is only a transfer of installers. EAM informed Sawyer that these permits are non-transferable and that his new installer wain l d have to pay 50.00 per crew_permit. EAM informed him that if for some reason the work isnot cam l eted by the Sept. expiration, a new pert test wou 1 d be req u i reed and rear i sed engineering plans aswell. ROC: Mr. Todd had spoken to me earlier in- dicating n-icating that although he wanted to find space in Ma s tepee for his research, he would have preferred Marion, which he apparently received. He indicates he is still interested in a full project in %shpee. 16. INVITATION TO A PUBLIC HEALTH MEETING, 1/11/89 IN LAl EV I LLE C 11; am. EAM i ted Icated he' i ntented to go, however with Ronnie's absence decided it best not to g0. This meeting was to be with the new Cor'nmissioner5, and more initiative than substantive. 17. MEETING ANNOUNCE [ENT, S.E. ASSOCIATION OF BOARDS OF HEALTH, E. BRIDGEWATER, 1/18/98 at :Ba p . EAM stated that it should be an interesting meeting with Gilbert Joly being the guest speaker. RGC asked EAM to attend on his behalf if possible and merrtioned that the entire Board is a m3ter and anyone wishing to go should let EAS know. 18. SEMINAR ANNOUNCEMEfT,-ENVIRON NTAL WATER TESTING, TABOR ACADEMY, MARION, 1/28/89 @8:30, EAM indicated that this is a Saturday seminar which he would like to attend since it deals with water quality, beach standards and ether issues directly related to the Board's activities. 19. SUBDIVISION PLANS, GDODWIN & YOUNG, GREAT HAY ROAD WITH LETTER FROM KV ASSOCIATES. EAM stated that ACV used the 'Association for the Preservation of Cape Codi well protection guideline which not only requires a 1. O' well to septic seperat i on but also takes into account the groundwater flow.. This is a rear i sed plan in that the first didnot take into consideration the location of abbuting wells and septics. A discussion followed regarding the exact location of this proposed subdivision. RGC asked that we forward our other non,flarl camments as to mood drains, wetlands and topography to the Planning Burd. 20. REQUEST BYWIN-TIRE TO BRING DISCARDED LEACHING STONE TO THE LANDFILL. EAM stated that dine to a proposed addition the amount of I each i ng stone had to be i nc rea sed and the old stone d i sca rded. Under normal c i rc um- stances an upgrade to Title V involves abandoning a cesspool and installing a new system. The cesspool would then be pined clean and filled in place with clean sand. In this case however the question arose as to where to bring the abandoned leaching stone. McIntire appanvntly was told that the landfill would not accept it. EAM called DEE Division of Water Pollution Control and the Division of Solid Waste and was eventually informed that our landfill can accept it as long as the load does not contain any liquids, that a designated site and a hole be drag, filled with the load and immediately covered with landfill. GRC in- dicted that there should be a reasonable charge to the owner for the excavation of a special hole. EAM questioned who should determine the fee. SJG stated that it should be based on the time involved for the equipment and operator to dig the hole. RGC stated that Ernie should be infonTed of DEE's decision and that a REASONABLE fee be set. RGC further stated that the location should be determined by EAM and Ernie. If he has any problem with that Ernie can came to the Board. J8 stated this location is adjacent to Mrs. Andersen's, He Indicated that he had previously received written permission from the abur•ttor to the rear to enter onto their land to enable a 251 strip out to take place. This person no ' is in a nursing home and the heirs do not honor~ the previous permission. The only well in question is Nonie's everyone else is on Highwood. A hearing with the BOH already took place and the variance on filling on the aburttor's land was granted. JS further stag that the existing cesspool must be sitting in water and that it's bound to fail, we admitted that they plan to 'Put on an addition, otherwise y0u c0uld approve a failed system with any variances. The lot is 5X100'.Then they move down here year mound the system will fail. What would the Board reca mend, a retaining wall EAM stated that on one side grater was at BO" and on the other side, closest to Nonie we couldn't get through the peat at 131. RGC suggested looping into having Tonle hook into HYghwaod. Since they're good friends as ,your stated, if ,your c I i nt is willing to pay for Non i e's High cad connection that would solve the problem. He further stated that the addition should be upward not Outward due to the lot size. SJG due to the amount of peat and the groundwater table, y0u should consider putting the system out front, depending on other well distances. JS questioned the passibility of putting a system on another lot. RGC stated the only time the BOH had done this was with an easement from an association on open space.
