MINUTES March 20, 1989 . 3 BOARD of HEALTH <br /> Mr. Murphy discussed the issue of a gatekeeper at the Transfer Station <br /> 4 <br /> s i to and quest i oned the Boa rd a s tow ether Prov i s ions here been i nc i uded i n the <br /> contract to provide for a gatekeeper or will one be provided independent of the <br /> co ntr5acter or D.P.W. . <br /> Mr. Gree l i s h commented this Board has considered a traffic control system <br /> whereby the position of gatekeeper would be -eliminated. Mr. Gree l i s h explained <br /> that D.E. .E. is mandating a level of access and have suggested a Board member <br /> on duty eight hours a day. He stated this is a bit excessive, the traffic <br /> control system would eliminate the need to have a gatekeeper. <br /> 1r. Murphy informed the Board he would anticipate bids, if in final <br /> form by the end of the week, to be in by April 21 , 1989. <br /> Mr. Greelish voiced his concern as to Mr. irgilio 's problems in obtain- <br /> ing an E.P.A. -number. <br /> Pyr. Murphy stated he would speak with Mr. .Sipione in regards to this <br /> matter. <br /> Mr. Murphy questioned the Board as to whether they would consider an <br /> agent of the Board. of Health to oversee the Landfill Transfer station. He <br /> commented there are no monies in the budget to provide for temporary help <br /> or to provide expense for a system, if expensive. <br /> Mr. Gree 1 i sh stated, if any provisions are made they should be for <br /> short-term temporary help. <br /> Mr. costa stated three persons will be required to Ana i arta i n the site. <br /> and commented this Board would like the opportunity to review the options <br /> prior to town meeting. <br /> Mr. Murphy stated bids w ill be solicited th ru the Board of Health office <br /> and returned to your office. <br /> * k <br /> Mr., lour h stated EAS has forwarded the annual tuna escalation and <br /> p <br /> questioned as to whether an increase in the tonage is required. Mr. Murphy <br /> i <br /> forwarded his recommendation that the tonage be increased based on the- number <br /> of occupancy permits issued for the calender year 1988. _ <br /> Mr. Greelish stated., based on the original projections and based on the <br /> occupancy permits,, the estimated tonage may be adequate as a percentage of <br /> these. permits .may be seasonal dwellings, <br /> APPOINTMENT: Larry Nickulas, Pimlico Pond subdivision <br /> . Nickulas was in attendance for this scheduled appointment. <br /> Mr. Nickulas informed the Board D.E. .E. would not approve the central <br /> (community) well for the proposed subdivision and would like to reprise plans <br /> for individual wells , as was originally proposed for this subdivision; Mr. <br /> i <br /> i cku las stated water lines have been installed for future hook-up to town <br /> water and commented 150 foot requirements from well to septic will be met with <br /> exception of one lot. <br />
