MINUTES April 24, 1989 8 BOARD OF HEALTH <br /> [fir+ McQuaid questioned the Board as to whether debris such as demolition, <br /> tires, etc. may be disposed, of by the D.P.W. -during Abad pick-up. <br /> -up. <br /> The Board forwarded -their approval .however stressed that pig -up will take <br /> place on town owned roads only. <br /> Bid proposal <br /> Mr. Sipione informed the Board he has reviewed the bid proposal which <br /> seems to be in compliance however stated one item that was not provided was <br /> anything by minorit;y business participation and commented it did call for <br /> a percentage of the quota that can be waived by State law. : Mr. Sipione <br /> Mated West n & Sampson will perform an evaluation and forward -this -to the <br /> Board of Selectmen by Wednesday night. Mr. S i p i orae stated he has completed <br /> a list of equipment that would be required by the to n to purchase if operated <br /> by the D.P.W. , -S Transfer trailers - 114,o00.00, 5 recycle bins @$4,000-.00 each, <br /> a 1.0 wheel tractor for hauling @ $46,000.00, chipper $9,000.00. Mr. S ipione <br /> commented. equipment owned by the town .has not been included. <br /> Mr. Cost a stated a l i .4th i s eq u i pment i s to:` stay 'on t h e P rein i ses for -the <br /> contractor who bids. Mu.rphy explained that the dump <br /> truck will require replacement, as well as, the bulldozer at some point in <br /> time and - commented an article was submitted to set aside $40,000.00 into the <br /> stabilization fund for capitalquipment replacement. <br />� r. v <br /> it illo "recommended rehabing some of the existing equipment, as <br /> this would re wire. less monies. <br /> Mr. -Murphy stated 'the chipper will be paid for out of the stabiliza- <br /> tion <br /> tabiliza- <br /> -tion fund, the tractor, recycle bins and transfer trailers we will use the <br /> bond issue money. <br /> Mr. Scipion'e Commented, in his opinion, the money could be spread out <br /> over ten years and to evaluate it on a three year basis, as we would with <br /> a contract which would assume resale value after three years of salvage value <br /> and that spread, the unpaid principal-, against that at the end of three ,years <br /> and then working it into a number.. . Sipione said that we are assuming <br /> that it will be paid for in three years -to make it copatable with bidders. <br /> Mr. S ipione question d as to whether 'the same approach should be rude with <br /> the front end loader, <br /> Mr. Greeilsh stated the new equipment will come under the bond issue <br /> as suggested,, for -the existing equipment we will use the triaght-line <br /> depreciation against the serviceable life. <br />
