MINUTES July 20,, 1989 3 BOARD of HEALTH <br /> Creel ish stated he would like to proceed with the notification at <br /> which time, if they so desire, may appeal to -the various boards. <br /> Mr. Boyd informed the Board, proposed plans for the building did not <br /> include stalls. <br /> Ms. Dailey stated, as the building currently exists there are twenty- <br /> five <br /> wenty- <br /> five sta'l l s in which to house the horses. <br /> Mr. Gree l i sh questioned as to whether there is any evidence that -the <br /> building i s being utilized for commercial use. <br /> Mr. Boyd responded the courts must render that decision. <br /> Ms. Daley infomred the Board when the stable inspection was conducted <br /> twenty horses were recorded at the premises. <br /> . Greelish motioned to notify the owner that that they must apply <br /> for administrative relief within ninety days, if this relief is not sought <br /> within this 'tire frame a "cease and Desist" order will be issued, Mr. -Doherty <br /> seconded. <br /> APPOINTMENT: Doug Boyd/Charles Buckingham <br /> Jr. Douglas Boyd and fir. Charles Buckingham were in attendance for this <br /> scheduied appointment. <br /> Mr. Boyd presented a letter from his department directed to WE Con- <br /> struction corp. which states an occupancy permit will not be issued due to <br /> non-compliance with the state Building code, Mr. Boyd also attached excerpts <br /> from -the state Building code pertaining to the violations. (This letter and <br /> attached excerpts are attached to the end of these minutes. ) <br /> Mr. Boyd informed the Board if they wish to appeal the final inspection <br /> report they may do so through th ,State. <br /> Mr. Greelish stated this Board Inas no issue with the Building Dept. and <br /> commented this Board will provide the building department with a schedule of <br /> implementation required to qualify for; the occupancy permit. Mr. greel i sly <br /> commented the critical issue is the grater. <br /> Mr. Buckingham commented that a fire extinguisher was to be discussed <br /> at the net scheduled meeting. <br /> Mr. Costa stated the plumbing is designed so that an inexpensive household <br /> well could be drilled at the site. <br /> Mr, Boyd commented, not enough calls were placed to the building department <br /> during construction. <br /> . Greelish stated discussion took place with Weston & Sampson, the day <br /> of the inauguration of the Transfer station, regarding the probable costs for <br /> a temporary well , which would be located on the otter side of the road from the <br /> Transfer Station. Mr. Greelish stated Weston & Sampson indicated a method they <br /> would use to hook to the' strxeet copper in the interim unt i i the Water Commission <br /> is able to provide town water. [sir.
