's - testing currently takes place on a regular basis, monitor the <br /> river to determine the extent of the contamination and the potential effect <br /> f the aquatic life. Mr. Brock commentedriver studies have never been con- <br /> ducted, however discussio-n did take place about one year ago between the County <br /> and Mr. Costa regarding the potential of getting graduate students to perform <br /> work for the town under a -thesis. Mr. Brock stated Weston &- Sampson also re- <br /> commended- tontinuin'g the moratorium n septic and well until- an alternative <br /> water supply becomes available. els. Brock stated also included in -the summary <br /> were recommendations that the inactive portion of the landfill be capped and <br /> if the town wished to pursue the origin of the slug contamination more site <br /> work would be required, as well as, monitoring wells and their analysis. <br /> 1r. Brock informed the Board last January a sampling round was conducted <br /> at the iandfill , the analysis on the quantities and the concentrations were <br /> very reduced as compared to the prior samplings, this may be due to the rising <br /> and. lowering of the wate r,tab I e ,or other physical explanations. <br /> Ms. Brock relayed that currently the County i-s not under .any State order <br /> to perform any analysis or sampling of the landfill , there are no organized <br /> solid waste regul.ations. in effect at this point, this is due in part to pro- <br /> position .2'/2. v <br /> Mr. Greellsh stated this Board would like to establish a data base with <br /> all sample results , including v,o. . ' s and in the future pocket V. , . ' s at <br /> various places or additional tests , this would enable us to provide a hydro- <br /> logical overview ofrthe entire town. <br /> Ms. Brock replied that currently the County you l provide this infor- <br /> mation. nfor- <br /> ma.tion. <br /> Mr. McQuaid questioned Ms. Brock as to the possibility of thecontam- <br /> ination flushing itself out. <br /> Mr. Brock replied working on the hypothesis that this is a one time re- <br /> lease it, it would worm itself out to the river- and flush itself out however <br /> it would take a ten year period. <br /> Mr. Creel i sh questioned Ms. Brock as to her general impression of whats <br /> happening to the biology in the area of the seepage. <br /> Ms. Brock responded that it is definately affected and suggested Board <br /> members view the site. She explained ferrous-oxide, (pronounced rust) , -slime <br /> and ferrous bacteria, which leaves a sheathing effect are found along several <br /> seepage areas. <br /> At the closing of this preasentation Mr. Costa requested Mr. Hall to sub- <br /> mit a fee schedule proposal for fiscal year 1991 at his earliest convenience. <br /> APPOINTMENT: Stephen Lipman - Proposed L u nd a at <br /> Mr. Stephen Lipman' was in attendance for this scheduled appointment. <br /> Mr. Lipman informed the ..Board he i s present Ah i:s'.-.ev .n i ng. to d i scuss.., any <br /> concerns the Board may have prior- to any extensive investigation. Mr. Lipman <br /> explained he proposes to sink a nc to e . tank..i roto the -ground with ca city <br /> of 10,000 to 30,000 gal-ions. Taste ,water; will be pumped into the- tanks thea <br /> into a holding tank, once the tank has readied i t s capacity it will .be trans- <br /> ported <br /> ra sy- <br /> ported by truck to a waste water -treatment facility, <br />
