IT' IS FOR THE PURPOSE OF TRANSCRIBING
IG
MINUTES.
Mr. George R. Costa, Chairman
Mr. costa stated this emergency meeting was called to discuss a- report
submitted by Weston Sampson relative to the Kenneth C. Coombs school . Mr.
Costa explained verification of Barnstable county's findings were required,
Weston & Sampson and Env i ro-tech performed water analysis and have confirmed
Barnstable county' s findings. Weston & Sampson were requested by the Town
to perform further sampling in hopes of locating the source of cont milldtion.
Mr. Scipione stated they were called in to confirm the sampling done b
Barnstable Courity on the -first analysis on the water at the schooi to confirm
-that the lead concentrations were high and to view the i.umb-i_ng specifications
and plans to determine if everything was done in accordance with the plumbing
code for lead free fittings. M . Scipione stated they have records on the
soder samples because it appeared that upon first -inspection it was thought
they could be a 50-50 soden ri . and commented they also reviewed shop drawings
from the contracted, a rch i tect -and t p 1 umb i ng engineer.
' ; t t
M Scipione stated' the samples taken on September 3, 1989 confirmed
that the first draw water samples at the- school contained excess of : O ppb,
they were significantly lower on the-,first draw' -,then Barnstable county' s
first findings. First flush analysis- had no general cerreition that the
problem had started at one isolated location. In all the incidences, with
exception -to one, it wa.s foundthat after the first flushing in the system
the lead concentration signif icantly dropped which -indicated to us that the
problem may be corrosion. Mr. Sc i p i ne comment d something i leaching -the
lead from somewhere in the system, the lead concentrations are dropping after
flushing the system a short period oftime, which indicated that- after the
water has not been in contact' with any fittings or joints that con-Lain lead
within a significant period of -tire it hasn't been sitting for an amount of
time for the water to react and to leach lead out of it. Mr. Scipione ex-
plained, since the first sampling levels have dropped significantly, in,
