MINUTES October 12, 1989 2 BOARD of HEALTH <br /> . r. Bonvie informed the Board he is in the process of applying to the <br /> Board of Appeais for a modification to condition #7 of the special -permit. <br /> Mr. Greelish suggested this Board recommend to the Board of Appeals <br /> the addition of a provision for a time period-until D.E.-P. can .,certify that <br /> the plant i s' on-line.. - r <br /> A <br /> r 'iF <br /> . McQuaid suggested fir. Bonvie post a bond in the amount of one <br /> pumping, equal to 45,000 gallons. <br /> + F i <br /> J <br /> Board members were 1 n." ag reeance with 1r. McQuay i d`s suggestion and re- <br /> quested r. Bonvie to post a bond with the Board of Health in an amount which <br /> would equal the pumping costs of45,000- gallons. <br /> APPOINTMENT: Wm. Marwick Engineering - Tide V Variance, R. Gianci , 2 Bearse Rd. <br /> Engineers were unable to attend this scheduled appointment. fir. Gianci <br /> was in attendance, as well as, Mr. Crichton abutter. <br /> Mr. McQuaid informed the Board a perc was witnessed several years ago <br /> and the assumption was because the existing dwelling was to be renovated that <br /> a Title V system was -to be installed. Mr. McQuaid uaid explained the owner did not <br /> proceed installing a Title v system however rude extensive renovations to the <br /> property. Mr. McQuaid stated he did recommend- to Warwick Associates they sub- <br /> mit a copy of plans to D.E.P. for approval as they must concur with this Board's <br /> approval . In speaking with Bret Rowe from D.E.P. he did indicate his concern <br /> that the proposed leaching facility is closer to abutting wells than the exist- <br /> ing leaching facility, based on Mr. Rowes concerns Warwick & Associates sub- <br /> mitted reprised plans which now increase the distance from abutting wells with <br /> the exception of one existing well which is 92 feet away. Mr. McQuaid stated, <br /> in his opinion, Mr. Rowe would look favorably upon this revision as distances <br /> are not decreased and the system is to be upgraded to a Title V. fir. McQuaid <br /> explained sideline and one abutting well to septic variances are still required. <br /> 1r. Costa questioned Mr. Gianci as to whether the engineer submitted the <br /> certified mail receipts. <br /> Mr. Gianci responded he was uanble to obtain them, however will present <br /> them to the health agent tomorrow -morning. <br /> Mr. Greelish motioned -to grant the variances as requested on revised pians <br /> presented this evening with the stipulation the- engineer or owner provide ver- <br /> ification that all abutters- received proper notice, Mr. Costa seconded. <br /> 3, Letter to and response from -D.E.P. re: Disposal of asphault shingles <br /> and treated lumber - Mr, McQuaid suggested the commerciai sticker holders <br /> are not to be permitted in the landfill with asphalt shingles and treated <br /> dumber, however residential sticker holders would be permitted. <br /> Mr. costa questioned as to what the commercial sticker holders are to do <br /> with roofing materials removed on dwellings in the town. <br /> Mr. McQuaid recommended the board adopt a policy whereby all treated <br /> -l-umber and asphalt shingles to be disposed of at the landfiii be verl- <br /> fiedf its origin. : . <br />
