BOH grant them a variance so that they would not have to install
a reserve at the same time as they built the primary. At that time
the BOH members that it sounded like a good switch. He prepared
a plan showing the FAST system. Right now the BOH would find
there are 16 bedrooms going out to these two cesspools. The rest
are going to another cesspool. They will be picking up these six
with this system going into a septic tank with a FAST unit here
and leaching system here. These would be the respective reserve
units. He would like to have part of this request approval in
letterform from the BOH. Due to the fact that they are treating
this stuff and conforming to that regulation. They would like a
variance from the Town of Mashpee BOH's Regulation 15 that
they have to develop a reserve area at the same time the primary
is built. Essentially he is looking for relief from that variance
based on this plan.
Ms. Warden asked if they were all set to go forward with this plan.
Mr. Doyle replied that Ms. Augusta got prices based on this plan.
That is why he didn't come back to the BOH immediately. He gave
her a preliminary plan so that she could put it out for three bids.
The lowest was $67,000.00 and the highest is $85,000.00. Ms.
Augusta is having problems with the cost.
Mr. Doherty began by stating that the BOH has always required a
reserve area on commercial projects primarily because you wind
up paving over it. He understands the systems are expensive and
he is not opposed to what he was proposing as long as Mr.
Doyle's client is well aware of the fact that if the system should
fail. They will have to take it off and put in a reserve or
something. The very nature of the systems and the stuff that
comes out of it is a hell of a lot cleaner. He is aware of that and
that is probably why he is willing to go along with this request.
Mr. Doyle stated that he noticed that in that regulation the BOH
was looking for some monitoring. It is pretty specific. It says
downstream, 10' from the lot line and quarterly. Ms. Augusta is
moaning about that. He then pointed out the well that Ms.
Augusta had up until 3 years ago when she tied into the town
water. His thought was that they could use this well for
monitoring.
15
