Mr. Mason replied that the top of it would be three feet. Mr. Harrington
had spoken to him about moving the mound closer to the street also.
There were some past test holes that were on record. He didn't include
them in his plans. However, they weren't favorable. Also, the area is all
wooded and the homeowners wanted to keep the privacy from the road.
Mr. Ball noted that from the road you wouldn't see the mound.
Mr. Mason confirmed that that was a correct observation.
Mr. Doherty continued that you wouldn't need a mound if you went up
there...
Ms. Warden interjected that Mr. Harrington felt that the area where it
sloped up more so towards the road would be a more feasible location.
She continued by stating that the BOH members should have copy of Mr.
Harrington's recommendations.
Mr. Mason confirmed that he understood Mr. Harrington's
recommendations. But, his only concern continues to be the test hole
results that are on file. That is why he purposely did it in the same area
as the original system. That is probably where they found the best soil.
Mr. Doherty stated that he was on a "new kick" that whenever somebody
asks for a variance. He asks for a denitrification system.
Ms. Warden continued by stating that she didn't know how the original
system ever got approved. She has never seen anything so pitiful in her
life. There was groundwater coming in at some ridiculous level, 39".
Ground water was encountered at 130". There was standing water. It
was weeping at one of the other holes at 72". It was just pouring down
off the hill. The whole system was just sitting in groundwater. The clean
out pipe located at the front step of the house. What a mess.
Mr. Ball asked if this was a sales transaction, too.
Mr. Mason confirmed that that was correct. He stated that that was what
caught the existing condition.
Mr. Santos asked what the footage would be for separation.
Mr. Mason replied that he would need five feet and the mound would only
be three feet about the natural break.
Ms. Warden stated that there is no alternative but a mounded system on
10
