Truro doesn't <br /> allow innovative systems if it is going to be seasonal. It isn't going to be <br /> useful if the bacteria aren't going to be allowed to be maintained. He <br /> wanted to give them both ends of the spectrum. <br /> Mr. Ball asked what the requirement was for testing now. <br /> Mr. Harrington replied that it was only for two years on a quarterly basis <br /> with the operation and maintenance is for the lifetime of the system. They <br /> have a regulation in place that the BOH was going to have to alter to <br /> entertain these systems on a seasonal basis. <br /> Mr. Ball stated that if Mr. Harrington suggested that they go to a four year <br /> monitoring agreement, which he didn't have a problem with. How is the <br /> board going to regulate this type of situation? Why make a regulation if <br /> they can't enforce it? <br /> Mr. Harrington agreed that that was a large part of the argument. <br /> Ms. Grady stated that it would be very difficult to keep up to date with <br /> whom was seasonal or saying that they were seasonal. <br /> Mr. Harrington continued by stating that if the BOH wasn't notified when <br /> the seasonal home wanted to rent a house out. They wouldn't know, which <br /> is unfortunate because if they rented it out it would operate as it was <br /> intended and it will work better. Therefore, they would get better <br /> numbers. These systems work better with constant flow. He felt the state <br /> was doing this was because they are ultimately going to get away from <br /> these systems and they started it. They are going to regionalize the <br /> wastewater treatment facilities. They are going to make everyone <br /> connect to the system for a certain price. They are going to put sewer in <br /> for everyone. He believes that the BOH should take the lead in doing that <br /> once the watershed study gets up. They should take the bull by the horns <br /> and start by determining who goes first. <br /> Mr. Ball agreed and stated that Otis has already offered the Town of <br /> Mashpee the use of their sewerage treatment plant. They could use all <br /> pump up stations. <br /> Mr. Harrington replied that is cost money but it wasn't an impossible task. <br /> He wanted to throw this at them. But, he didn't have an answer himself. <br /> Ms. Garron stated that they are getting more and more of the calls and the <br /> letters all the time.
