The state has now come out <br /> with an approval letter essentially approving people's request that their <br /> systems be changed from a yearly monitoring contract to a seasonal <br /> contract per local BOH approval. He would like to the BOH to revisit this <br /> topic even though they denied the applicants the first time. He wanted to <br /> make the BOH members aware that the state was allowing this request. <br /> Mr. Ball asked if the state was allowing this after a certain number of <br /> years. Don't they have to show a track record first? Usually it was one or <br /> two years before they were able to stop the testing. How long have these <br /> systems been out? <br /> Mr. Harrington replied that the systems were seven years old. The actual <br /> approval process started in 1995. What the state is allowing right now is <br /> rather than four times per year they are going to two times per year. The <br /> first is once within 45 days of start up and once within two weeks of <br /> system shut down. The state is basically making people notify them if they <br /> ever change the use of the property. They are leaving it up to the <br /> homeowner to say that they are not going to be seasonal we are now <br /> going to retire fully and now live in this full time. <br /> Mr. Ball replied that that was never going to happen. <br /> Mr. Harrington continued by stating that it makes enforcing and policing <br /> powers very difficult on the BOH end. They are requiring the systems to go <br /> in and the homeowner is saying that they are not using this so we are just <br /> going to sample it,two times a year. It will cut their costs in half. He would <br /> like to think some more on this issue. He would like to throw out the idea <br /> that if they are going to entertain this idea. He would suggest that a <br /> condition be that they sample two times a year but lengthen the term in <br /> which it gets sampled rather than just leaving it at two times year for the <br /> first two years make it four years or however long the BOH members see <br /> fit. It should help to see what would occur on a long-term basis. They say <br /> that the bacteria only live for three months. It takes three months for them <br /> to propagate to get to the point where you will get nitrogen removal.
