handle this properly. Ms. Warden asked Mr. Harrington who hired Mr. Miranda. Mr. Harrington replied that they hired Warren Miranda. Ms. Warden felt that there was some ignorance here in realizing that they needed a licensed installer. Mr. Miranda didn't pull the permits or get the license etc. Mr. Harrington said that this has reached an extreme and to penalize a homeowner for a poor choice of installers was a difficult thing to do. Mr. Ball stated that the DEP doesn't allow just engineered as built. The installer has to sign off. They went through that with Michael Labute and 14 Oneida. What are they going to do flip flop again? Ms. Warden stated that this situation was different. This was an installer that was not licensed. Mr. Ball stated that it didn't matter. Ms. Warden replied that he couldn't submit a permit because he doesn't have a license or a permit. Mr. Ball stated that it was a "catch 22". Ms. Warden stated that Mr. Labute had an as built and that was a whole different scenario. Mr. Ball using an engineer isn't and Mr. Harrington stated that they couldn't do that. Mr. Santos asked if Mr. Harrington had an actual as built. Mr. Harrington replied that he didn't have an actual as built. He didn't even know if the engineer took dimensions or not. He hasn't seen anything with the exception of the letter from the engineer. Ms. Grady stated that she really felt bad for the situation that the homeowner's were in due to the installer's failure to follow protocol. Ms. Grady stated that the letter noted that Mr. Miranda was going to take the test tomorrow on June 28`". She asked if he had an appointment. Mr. Harrington replied that no appointment was necessary.
