They make you do all kinds of things. <br /> D. 19 Quashet Road <br /> Mr. Harrington began by stating that this was a property that Mr. Joseph <br /> DeBarros had pulled and signed the septic permit. The homeowner didn't <br /> use Mr. DeBarros. They used Warren Miranda from Harwich. He put a <br /> septic in without a permit and he is not licensed in town. He knew Mr. <br /> Miranda from his work experience in Barnstable. Mr. Miranda did this <br /> same thing in Barnstable. He never came in to take the exam in <br /> Barnstable. He is now promising the homeowner and Mr. Harrington that <br /> he will come in and take the exam. He has been at this for a better part <br /> of a month. He has had all of the information. He got a copy of Title V. He <br /> has not proceeded with enforcement action against him pending him <br /> coming in and taking the exam. However, he was quickly losing his <br /> patience. <br /> Mr. Santos asked when he was given directions to come in and take the <br /> test. <br /> Mr. Harrington replied that he told Mr. Miranda this when he saw his <br /> truck out front of 19 Quashnet. <br /> Mr. Santos asked if this was an emergency repair. <br /> Mr. Harrington replied that this was new construction. They moved a <br /> house onto the property. It was May 16", 2002 of this year. <br /> Mr. Santos asked if they were living on the property. <br /> Mr. Harrington responded that Mr. Milton Hendricks and his wife were <br /> looking for occupancy. It is their home. They had written a letter <br /> requesting that the board provide them with occupancy so that they can <br /> complete a two-loan process to pay for the mortgage. Their mortgage <br /> was being held up based upon the occupancy sign off by the BOH and the <br /> building department. <br /> Ms. Warden stated that she was under the impression that they wanted <br /> the BOH to allow the submittal of just the engineer's as-built card with <br /> the drawing on the back. This was so that they could pass papers on <br /> their home. She and Mr. Harrington talked about this and felt that the <br /> homeowner should not be penalized when it was the installer's failure to <br /> 13 <br />
