He began by stating that they revised the septic system by <br /> locating the leaching chambers further away from the wetlands, towards <br /> Fells Pond Road as suggested by the Conservation Commission during <br /> their meeting on June IV, 2002. They were putting the leaching area <br /> under the driveway so that they will not have any impacts on the house's <br /> 20' setback requirement from the basement. The system has also been <br /> changed to b in stalled as a conventional Title V system, with only one <br /> variance requested - setback to property line of 1.5 feet. The property to <br /> the south is undeveloped, they have located the leaching system on the <br /> property to the north from the as-built records, and a distance of 38' to <br /> this system is provided by the current plan. <br /> Mr. Harrington began by stating that he had two plans in his file. He had <br /> the previous plan and the BOH members had the most recent plan as far <br /> as what they had before them. He had spoken to both conservation <br /> agents. At this point he is personally toward the previous plan. His <br /> reason is that the recent plan that they had before them the leaching is <br /> right on the waterline. The waterline follows along the edge of the <br /> driveway and would have to be sleeved and encased in PVC, which is a <br /> pretty standard deal at some additional cost. They try to do things that <br /> are more in compliance. The previous system showed 10' from the <br /> waterline. The previous plan also did not have a reserve area. They will <br /> have to go to DEP for the reserve area variance for new construction. <br /> There are also set back variances to the property lines for the septic <br /> tank. He would have to go to the DEP anyway. The new plan warrants a <br /> return to the DEP because the SAS and the reserve are within 10' of the <br /> property line. Ultimately the distance to the actual pond is about the <br /> same because the leading edge to the leaching is still about the same <br /> distance to the pond from where the leaching was before. He had <br /> originally thought that the garage was going to be omitted because of <br /> conservations recommendations to get the house further away from the <br /> 2 <br />
