i
A. Illegal Dungy in
Mr, Ball began by stating that he approved of the memo that IIT.
Harrington created in response to Catherine Laurent's memo regarding
the fining process for illegal dumping, He then asked if there were any
cases that they have taken to court that have cost the town two or three
thousand dollars for a $300.00 fine.
Mr, Harrington didn't know of any since he had been in the department.
Ms. Warden stated that you'd have to multiply that times the DPW's time.
Mr, Harrington stated that conservation has had that happen. IVIS.
Baretos had fought for a year with a man.
Mr, Ball suggested that they use that for an example. What did that cost
the town
Mr, Harrington stated that they never recovered anything*
Mr. Ball asked if Mr, Harrington had reviewed the state regulations
regarding the illegal dumping issue;
Mr, Harrington~ explained that Mr. Ball was asking if the BOH wanted to
create our own regulation was there a Mate regulation to go along with
that process. He hadn't had the opportunity to do the research at this
point in time.
Mr, Ball stated that they might not have to'use it. It was just another
option.
Mr,, Farrington stated that if the BOH members wanted he would do the
research and come up with the board's own regulation if they so wish to
continue enforcing it themselves so that they were not under the guiles
of the selectmen.
a
Mr. Santos wanted a little more language in the third paragraph that
outlined the process that the BOH put the homeowner through that
afforded the town more trash pick up than just the spot they were
initially responsible for, If the DPW put two men and a pick-up truck out
there on a four-hour shift it would be more than $300.00. If they were
going to do a full cost accounting then they should be tracking man-hours
and the all the other costs. He felt that they should provide a bit more
detail in the explanation, They are usually matte to Pick up their own
trash and trash at another site, Then they would rescind the fine.
