How were they as a department supposed to enforce this as <br /> far as on towns property? Were they supposed to cite employees? When it <br /> comes to an establishment they go to the establishment first. If the <br /> establishment doesn't make an attempt. Then they go to the individual <br /> and the individual doesn't male an attempt. Do they have some recourse <br /> against thein? What recourse do they have against thein? Do they cite the <br /> individual that works for the town or the department head? <br /> Mr. Ball suggested that if they spotted an employee smoking on torn <br /> property. They would send it to the tonin administrator� department head <br /> and the employee* <br /> IVIS.
