Harrington stated that this referred to the mowing of the landfill, Mr, Santos stated that he had two issues with this item. The first issue was that they all had a bad taste in their mouths regarding the complaint from the DPNH. It said right here that mowing does not include any hand cutting except for around the vents. Where he couldn't get his mower in was too steep. Well mowing the whole cap defeats the purpose of leaving a steep slope because he doesn't have a mower to do it. He wants to put a bid in he has to be able to mow the whole thing. He wanted to see that out of there, second of all 30B states that $5,000.00 or more requires three quotes. If his quote is $5,000.00 we have to get at least three, Mr. Harrington asked if this didn't fall under 30B though. Mr. Santos replied that it was 30B. But, 30B states $5,000-00 or more requires three quotes. Each individual town has their own internal rules. But, up to $4999.99, anybody can go ahead and use best management practices, get prices and go ahead and cut a deal.
