i
IIT. Warden countered that they could break the transfer station down and
say they will only...
Mr. Santos interjected that if Mae went out of business tomorrow. They
could call Childs up tomorrow and have them start hauling trash. They
could do that.
Ms. Warden noted that Moe did more than that.
Ir. Santos stated that the only exception was for trucking and disposal
because he was under the transfer station. There are state and town
laws. Each town has their own by-laws. The state says five, but the town
of Barnstable recognizes between five and ten. Then the department
procurement office can sign off on it. Anything between ten and twenty-
five the chief procurement office could sign off on it, Anything over
twenty-five requires a different office to sign off on it. The state is five and
twenty-five. What was the contract length?
Mr. Harrington responded that it was one year.
Mr. Santos re-confirmed that it was one year. Renewable if they granted
Was there any language in the contract that they could renew if they
ranted They could do an addendum on the original contract and extend
it for another year. They chid that with sterns & Wheeler for a couple of
years. 'Then after a certain year they filed with a whole new RFP. They
wanted to change every few years in an effort to keep everyone honest.
Especially the men you, were currently working with.
Ms. Grady added that this was especially necessary when they were
looking for $5,000.00 more in the next contract. This was someone that
had just been contracted with the last year.
IIr. Santos felt that they had to at least justify this amount. so, where
they going to put it out for bid?
IVIS. Warden stated that they were going to research it first and get back
to the board members for the next meeting.
. DPW
Mr. Harrington began by statim that Catherine Laurent asked the board to
consider changing the BOH regulations on the solid waste haulers, More
specifically to decide how to distinguish between residential haulers and
haulers of commercial trash or to better delineate that.
1
