[Grady countered that there are no systems that protect the <br /> carcinogenic material from entering the environment, <br /> Mr. Mitrokostas said that there is also nothing that could protect you from <br /> getting run over crossing the street either. He had separate ventilation <br /> systems. He stated that they could go round and round with this <br /> arguments <br /> Mr. Santos interjected that they had already beat this horse dead. He <br /> appreciated Mr. Mitrokostas corning in front of them. His opinion of this is <br /> that he had been in contact with the Falmouth board of health. Falmouth } <br /> board of health is a totally separate group from this board of health and <br /> this town. The Falmouth board of health did have an agreement with the <br /> restaurant and bar owners. Five years ago they implemented very <br /> stringent air quality requirement and had all restaurants and bars come up <br /> with ventilation systems, etc. In partnership with that requirement, the <br /> board of health said that they would not implement a smoking regulation <br /> for fine years. The restaurant owners invested a lot of money into the <br /> ventilation systems, He knew for a fact that as soon as Falmouth's beard <br /> of health knew that M shpee was going to implement a smoking ban. <br /> They re-iterated that they would implement a ban in January of 2004 <br /> Y because It ended their fire-year agreement. He continued by stating that <br /> this process was begun a long time ago* They gave all of the restaurant <br /> owners enough notification. He felt that everyone, including the <br /> customers,, was aware of the deadline. At this point he really didn't feel <br /> any need to change the deadline. He felt that they have all had enough <br /> time to adjust to this change. He felt that they should all be prepared. <br /> That was why they gave them a good six-months. He asked if anyone else <br /> on the board had anything else to say. <br /> Mr, Santos made a motion to deny the request by Mr, Mitrokostas. to <br /> change the regulation from April V, 2003 to January V, 2004, to <br /> implement the smoking ban. FIs. Grady seconded the motion. Motion <br /> passed. Mr. Bali opposed the motion. <br /> 1 <br />
