content that they had showed then. 'These policies were ultimately not
enforceable because they were policies and not regulations. They wanted
to weed out the old ones and make the new ones into Bull regulations
worthy of enforcement. Ms, Warden went through that...sorry go ahead:
IVIS. Norden continued by stating that the only one policy that they should
just get rid of and take off of the books was the one on the top because
they were accepting manure at the compost pile. They were encouraging
it. They would like to remove it*
IVlr. Santos asked why they were accepting it when they had a policy
against it.
Ms. Warden responded that they didn't even know they had a policy
against it. No one had ewer enforced it. They didn't even know it was a
policy. It was hidden in one of the little pockets in the regulation book.
Mr. Ball asked if they were accepting manure at the transfer station.
Ms. harden suggested that she put it this way. She went to get rid of her
grass clippings and there was some manure in the pile. Last summer, Ms.
Carron was looking into it at one point, because they wanted to
encourage the stable owners to not accumulate as much manure on their
property because they were getting complaints. They felt if they could
actually open up the old lagoon area. They never had a chance to follow
up on it because of course the DPW runs it under their auspices. It was
something they had contemplated. But, it never carne to fruition. The DPW
was mining horse manure in their grass clippings. she assumed that they
were doing that. She didn't know that for a fact. What she would like the
board to do is take the packet home and review it with her
recommendations. The rest she would recommend that they re-create as
a regulation and not a policy. Ms, Warden en then moved on to the
emergency septic system repair plan regulation. It was a conglomeration
of four policies put into one. They were all separate repair policies. she
put there together for there to review and mark up.
Mr. Harrington had some comments on there already.
IVIS. Warden continued that they would like to get something in effect that
was actually a regulation. They could go over some of these now. But, she
would prefer that they take the emergency repair one home because it
was kind of lengthy...
Mr. Ball agreed and felt that they all should study it. But, if they wanted to
address the first one then they could do that tonight.
4
