a <br /> IIT. Darden felt that Mr. Santos had questions about the manure issue. <br /> Mr. Ball had concerns about the flies. <br /> IVIS. Carron interrupted Mr, Ball and asked if she could advise them of <br /> what she found out while researching this issue. She had started this <br /> because of the South Sandwich Mead issue. The fly issue was a big <br /> problem. Ms. Carron called the DPW and spoke with Catherine Laurent. <br /> Ms. Laurent said that they would be happy to do it. But, apparently they <br /> already had complaints about composting over there from the neighbors <br /> who live across the street. They did it originally and then they stopped. <br /> She said that if they could think of a different gray of doing it that would <br /> be less odoriferous to the neighborhood. Then they would take it in a <br /> heartbeat. Now all of the stable people would be happy to use the DPW, <br /> But, it had to be free. They didn't want to pay to dump the manure. That <br /> was the ultimate outcome and where it Mopped. <br /> Mr. Harrington thought they were also told that they didn't have the room <br /> for its <br /> IVIS. Carron stated that Ms. Laurent Mated that they had the room but it <br /> was more of a smell issue. <br /> Ms. Grady asked if Ms. Laurent stated that they did take it. <br /> IVIS, Garron replied that Ms. Laurent stated that they did not take. That <br /> was almost two years ago. The reason was that they complained about <br /> the leaves composting. <br /> Ms. Warden asked Mr. Santos what they did in Barnstable. <br /> Mr. Santos stated that he had a number of issues with this topic. The first <br /> one was that the odor was going to be from the natural methane gas of <br /> leaves and compost. Secondly, they were opening themselves up for <br /> considerable liability in the town by accepting manure. He had checked <br /> with Dave Ellis at the DEP about potentially taking in horse manure at <br /> Barnstable. Mr. Ellis stated that before they released any of that material <br /> to the public they had to do sampling to eliminate any pathogenic <br /> material. People can tell you that it's horses. But, it ends up being horses, <br /> cows and who knee where else it was corning from. Secondly there was <br /> the odor. If this was something that they wanted to attempt at the DPW, <br /> They would have to file an application with the DEP for a "beneficial use <br /> determination". For exarnpleg if they wanted to put food material in with <br /> the manure compost. They would get a bud. He didn't think that the <br /> 5 <br />
