on the form that needed to be checked off and it should have been.) The
second column of fines and the sale of loose cigarettes was not checked
off.
Mr. Santos started that the change they Ornade to the smoking regulation
brought the loosies to their attention. They took that wording out.
Ms. Grady and Mr, Harrington interjected that they took out the word
"cigar"'. However, this stili applied to cigarettes.
Mr. Santos agreed that they were correct.
i
Ms. Grady put her signature on the contract.
g. sewer commission Meetin
T
Mr. Harrington stated that he had gone to a sewer commission meeting
yesterday, Mr. Fudala invited him because they were having a woman
from the DEP regarding estuaries project along with another grant that
would be one step beyond the estuaries project. The estuaries project
was ultimately a threshold for nutrient or nitrogen leading for the
embayments, what the woman from the DEP explained that the DEP was
looking for three embayments where they could figure out how to properly
permit with nutrient trading so that, the towns between there can trade off
the different types of loading as long as it didn't affect the ernbayments.
The DEP has asked the town of Mashpee to have the Popponnestt Bay be
one of the case studies, Yesterday at the meeting they requested that the
chairman of the selectmen, the chairman of the sewer commission and
the chairman of the board of health sign the invitation letter accepting
their invitation to become one of the case studies to do the nutrient
trading and the watershed wide commitment, They would like to work
with the sewer commission and the other entities in an effort to create a
base line for the state. Chatham's estuary project is done, However, they
have really accepted their results yet from the consultant and the project
themselves. They were hoping to be the first to accept then and use it to
come up with some type of process for the permitting. They were asking
for the board's signature.
Ms. Grady asked if there was a reason why Chatham hadn't accepted the
invitation.
Mr. Harrington felt that they were a little hesitant about the regulatory
that were going to occur if they dict accept the number that was in the
report. He wasn't sure of the whole background to it. But, he felt that
there was going to be regulatory implications to this as far as what could
be built in certain watersheds. They have come a long way in delineating
the watersheds, Ultimately they should have a good facility plan for it.
2
