4
Y
}
meter it back that much they start to sacrifice quality. They were trying to
make that a happy mediums They were using as little fresh water per
wash and not sacrificing.the quality that they were looking for and not
filling up the holding tank as quickly as before. The reason that the tank
had been filling up was completely dependent on the wash. If it was a
rainy week they would not pump it out at all because people were not
washing cars.
Mr. Santos felt that they were getting sidetracked in this matter. He
wasn't really interested in how they meter their water usage. The bottom
line was that he wanted an explanation as to why it had been four months
and the situation hadn't been resolved or the fine hadn't been paid, They
had a lot of violations, not just that holding tank. They had an SAS that
was overflowing down Rte 28. They could try to explain it to him, But, it
sounded to him that there have been people stating that it was going
down Fite 28, people couldn't even use the bathrooms because the tank
was full. This was totally unacceptable. Right now if he didn't hear a
really good explanation in an effort to let him know where he was coming
from; He felt that they should put the red sticker on the window until the
work is completed, As he could probably tell, he was frustrated and mad
because he wasn't hearing what he wanted to hear. He wanted an
explanation as to "why" something hadn't been done. He didn't want to
got into technicalities as of adjustment. This was ridiculous. This was
really ridiculous. It had to be a total embarrassment to you people in that
high visibility area having bubbling crude up.
Mr. Bricker responded that to clarify the system did back up into the
building. But, what was flowing down Fite 28 was the holding tank to
clarify that point,
Mr. Decoursey added that as it related to the septic system and the
issues with that in the end of duly and the beginning of August there gra
an issue where the septic system backed up into the building as was
discussed earlier. The bathrooms were shut down and the sanitary
facilities were brought in. At that point they were directed to change out
the men and ladies toilet. The idea being that they were running and
inundating the system with water because It was not designed to have
the constant flown of the running toilets. They believed that the
combination of things caused the back up because of the running of the
toilets, the excessive water going in and upon that backup they were
ordered to go and make repairs as had been discussed earlier to find out
why the_system was failings What happened was that they found that the
pipe leading into the leach chamber was plugged. The repairs that they
made to try to address the concerns carne up in August were to make
sure that the pipe from the building to the system was clear and the
1
