distance to groundwater. It meets the distance to the wetlands line under
• Title V. They were seeking the waivers as listed in the cover letter.
Mr. Ball asked if this was a three-bedroom home.
Mr. Costa stated that the existing house was a two-bedroom home. The
Proposed house was three-bedrooms.
Mr. Ball asked what the square footage of the lot.
Mr. Costa stated that the lot was about 12,000 square feet.
Mr. Harrington stated that it was not Zone H. But, he would like to get into
nitrogen loading issue as Conservation was well within their nitrogen
loading calculations. But, it was not in Zone 11. He asked Mr. Costa if they
were using town water. Correct?
Mr. Costa stated that they were going to connect to town water.
Mr. Santos asked Mr. Costa what they had for the separation from the
bottom of the structure to the water, according to the perk test.
• Mr. Costa stated that the groundwater was at elevation 2. The bottom of
the facility was five-feet above that, which was at elevation...
Mr. Santos asked why was he putting a retaining wall in. Was he trying to
make a mounded system?
Mr. Costa re-iterated that it was not a mounded system. The top of the
stone was flush with the virgin ground. The retaining wall was only there
to cover the fill that was over the system.
Mr. Santos countered that that was a mounded system.
Mr. Costa disagreed. A mounded system until Title V has the leaching
facility sticking above the virgin ground.
Mr. Santos stated that part of that whole structure is the minimum
amount of fill that was required by Title V to be on top of the system.
Correct?
Mr. Costa replied that that was correct.
Mr. Santos felt that that was all included as far as the structure. To him
this was a mounded system. He didn't know how the other board members
• felt about this request.
23
