Mr. Gr t ke didn't have it yet. He had spoken with Mr. Sherman <br /> about this issue. While Mr. Sherman was out sick there was a decision made by the <br /> board that they were going to re-open because there had been a straight denial by the <br /> Conservation Commission. They were going to re-open the conservation portion of <br /> the file. Mr. Sherman gave him a neap that he was going to approve and recommend <br /> to the Conservation board for the coastal bark and the resource areas. That was <br /> really all the board df health needed to know to make their decision regarding the <br /> septic system. The Mashpee Conservation agent had delineated the coastal bank and' <br /> the resource areas. As long as that was done the board could make a further <br /> determination. Right now they did have the FAST system purpsed'and it was not <br /> being sold because it had already met its quota. Therefore, Mr. Grotke was going t <br /> be changing technology. Correct` <br /> Mr. Gr t ke stated that that was correct. Pending the board's approval they would be <br /> agree to change it to an Amphidrome system. <br /> Mr. Harrington stated that the LTV systemwouldn't change because there was no <br /> technical requirement regarding the manufactures burden for that. The Amphidrome <br /> had provisional approval so that it could be used. The other issue was that he needed <br /> to notify the abutter because the system was seven-feet away from the property line. <br /> There was a reserve area. Hewasn't sure who owned the reserve area. <br /> Mr.,Grot ke stated that it was a reserve area for the village. The adjacent abutter on <br /> the other side was also the owner of this property. So the affected abutter of this <br /> septic system would be the chap to the left who was the owner. <br /> Mr. Harrington stated that the other responsibility that the board of Health was in <br /> charge of was determining if the effluent would affect the coastal bank. The addition <br /> of the UV and alternative systems should take care of the effluent quality from <br /> system. This was all pending approval of the final floor plans. Hever, they were <br /> not going to go ahead with difficult floor plans on a property like this without board <br /> approval of the septic system. Those were his comments essentially and Mr. Gr t ke <br /> also needed a land surveyor stamp. <br /> Mr. Grtke continued by stating that the difference with the local by-law and the <br /> state regarding the top of the coastal bank was the taking into account of the sea <br /> level rise within 100-years. It was projected that within I -years they would have a <br /> one-foot rise within sea level. The town felt that it was prudent to use the 1 ' <br /> elevation plus. The definition they always used was the state definition for a coastal <br /> bank, which was different somewhat from the town distinction. What would help <br /> 1 <br />
