Some of <br /> the concerns were that the single-family lots should not be touched as far as the <br /> restrictions for losing their grandfathefing. The majonky ofthe concerns were <br /> regarding traffic. They spoke about 's, which he thought was the most important <br /> part of it. It didn't seem to be raised as far as the 's being exempt from the <br /> I CPC. He didn't think a lot ofpeople realized that and what exactly that meant. <br /> There were other people who were concerned about wastewater treatment. There <br /> were a lot of general statements made by people looking out for the environment. <br /> But, they wouldn't state exactly in what areas but merely thinking that the I CPC <br /> would be good for looking out for the town as far as the overall environmental <br /> ticket. There were other recommendations for the purchase of additional land. He <br /> thought that they were looking into that. He had his comments ments here that they could <br /> take a look at. Most comments ents were general in nature. It was a general overall sense <br /> that the ICC would help the environment. <br /> Mr. Santos thanked Mr. Harrington for going to that for him. Septic System Inspection Regulation <br /> Mr. Harrington wanted to review the septic system inspection system regulation one <br /> more time. He had not sent it back to the newspaper because he had made some <br /> significant changes to i . The most important one regarding the hotly contested item <br /> n the cameras, whether they should be used or not. He took it right out of the <br /> regulation. The changes that he made were component failure. He changed that <br /> entire first sentence. It dict just say a cesspool. He changed it t . soil-absorption <br /> system. They shouldn't just state a cesspool or a leaching pit. It should cover all <br /> absorption systems. The second part was that he had re-written number 4A. "Risers <br /> should be brought within 6'�of grade for access to septic tank, d-boxes and-for <br /> chamber-type soil absorption systems." "Four inch observation ports shall be <br /> installed in all plastic cbambers...soil absorption systems."He was basically leaving <br /> out leaching pits and fields. In most cases the d-boxes where set right down as the <br /> same level as the field. So you could inspect the d-box. You didn't really need t <br /> have some other inspection port. You really couldn't put a manhole on it. John Graci <br /> said that Bourne made therm dig down into the stone. He didn't filly agree with them <br /> digging into the stone. Ninety-nine percent out of one hundred the d-box would be at <br /> the same level. So if there were going to be any backup they would see it. Number <br /> x was deleted, which was the use of the cameras. He felt that was a concession that <br /> he felt should be made because the rest ofthe body of the inspection needed to he <br /> put in place. what he was worried about was the camera being used as a short cut. <br /> He was happy with the rest of the body of the regulation itself. He could dealrith <br /> having the inspectors using the cameras. Do they have their place? Yes. Are they a <br /> tool? Yes. They had a situation where they would be helpful. lie did not want them <br /> to become a crutch. People do use there for shortcuts. The last thing was that <br /> regulation would take effect upon the majority vote of the board ofhealth. It was a <br /> septic regulation and was advertised two times before the vote.
