Request to appeal decision of Board of Health: Bader, 48 James Circle— Septic <br /> Loan Proem <br /> Mr. Harrington began by stating that the Baders had a failed system that was <br /> repaired through the emergency repair process. Then they requested that they go <br /> through-the county loan program. Mr. Kendall Ayers, head ofthe county loan <br /> program, called him because on the application their income level was above and <br /> beyond the state's guidelines. Therefore, it required the state's approval. Mr. Ayers <br /> thought that the state would require the local board of health's input. where the <br /> BOH had input also and essentially approves and/or denies applications. He took it <br /> upon himself to deny the application. He did not put it in writing. when he spoke to <br /> the owners he told them that they could come before the board and state their case. <br /> They wrote the letter that was before the board now for review. This was where they <br /> were at right now. They denied them because they were over the limit that was <br /> previously set by the state.
