Santos felt that the,sensitivity of this letter explained itself as'to why they were <br /> not present. <br /> Mr. Harrington stated that the board to certainly make a motion and leave it up to the <br /> DEP. There was something else that the board needed to be kept in mind. Where was <br /> legislation passed that the county was now going to be taking over this program. <br /> They had been the town's subcontractor. But, right now the 15 towns of the Cape <br /> that participate with the county will no longer have to appropriate themoney each <br /> year at the town meeting. The money would.be sent directly from the state to the <br /> county. The county would be overseeing all of the billing and applications. <br /> Ms. Grady asked if they didn't coo that now. Didn't they? <br /> IIIc. Harrington stated that that was not the case. This was true legislation where the <br /> were going to be putting the,betterments on the properties. That had never been done <br /> before. They needed special legislation to do that. That had been done and was <br /> signed by the governor last Friday. This process, although Mr. Ayers runs it. He was <br /> essentially a subcontractor-of the town who oversees this program for each of the <br /> fifteen Cape towns. They haven't denied anybody just to' let them know. The <br /> priorities are set up where health and human hazards and for environmental issues. <br /> The priorities are set up if there was a waiting list. who did they tale first? Who did <br /> they give money to first? They've had the luxury because the systems cost so little <br /> comparatively to the rest of the state, which has allowed then the ability not to deny <br /> anybody. Granted the town would make its money because it would pay back the <br /> value still on the property. One of his questions was whether they had actually lived <br /> here for twenty years. where they summer residents for twenty gears? If they were <br /> summer residents at this home they had had the benefits of this septic system in-that <br /> home for twenty-gears. It was not like they were purchasing that hone new having. <br /> to sell their property. <br /> Ms. Grady interjected that the later that they had purchased the borne three years <br /> ago. <br /> Mr. Harrington continued by stating that it was not a huge expense. It was a standard <br /> system that they put back in there. It wasn't anything special. As far as priorities, it <br /> would not have been bumped up in priority. It was not right on the water in John's <br /> Pond. It was on the other side of Jane's Circle. It was not right on the water or in . <br /> Zone H. There were no wells around it.
