TOWN OF M <br /> BOARD of HEALTH - PUBLIC MEETING <br /> Minutes of the Meeting ofThursday, September 8, 2005 <br /> Board Members Present: Also Present: <br /> Glenn Santos, Chairman Glen Harrington, Health Agent <br /> Steven Ball, Do-Chairman Veronica Warden, Assistont Health Agent <br /> Lucy Burton, Clerk <br /> Chairman Glenn Santos galled the meeting to order.at 7:05 PM. <br /> APPOINTMENTS <br /> Catherine Laurent, DPW--Illegal Dumping &Transfer station <br /> 1. illegal Dumping in Mashpee. <br /> Catherine Laurent introduced herself to the Board. Veronica Warden stated that the BOH had <br /> asked Catherine to attend the BOH meeting to further discuss a possible solution to the problems <br /> associated with illegal dumping. Catherine stated that she and Glen Harrington had met the other <br /> day with conservation and the Mashpee Police Chief to discuss their trying to step up their <br /> presence and policing in the problem areas where illegal dumping occurs. stere in conservation <br /> told Glen Harrington that his department had money available to purchase another FAV unit to give <br /> the Police Dept. for use in surveillance of the problem areas. They will also contact the Sheriffs <br /> Department which also has a couple of RV units available. <br /> Veronica Warden commented than Sandwich issues dump stickers to non-resident dump runners. <br /> Since many of the non-resident dump runners in Mashpee are working for residents of Mashpee, <br /> Veronica suggested that Mashpee issue them stickers for the Mashpee dump} to discourage <br /> illegal dumping. Catherine responded that Mashpee-issues stickers to dump runners who are <br /> Mashpee resident. She stated fu 11Z that many iiriashpee dump runners who have stickers, are <br /> illegally dumping items that are accepted already at Mashpee because they dont want to pay the <br /> fees. Catherine stated that she would be willing to explore the'costs involved to accept C & D <br /> trash at Mashpee. It would involve added transportation costs with our contractor, who must <br /> transport C& D to Bourne. A fee schedule to charge residents would have to be set up. For this <br /> reason, she feels there would still be a lot of illegal dumping because of the fees involved. The <br /> Town is not in a position to subsidize the casts to avoid charging fees. <br /> 2. Hauler Problem. Catherine stated a problem that has surfaced with Haulers. Now that <br /> Bourne is accepfing household wastes, she has observed that some of the haulers who were <br /> going to Otis, as required by their permits, at least for their commercial loads, are now going to <br /> Bourne to take advantage of Mashpee tipping fees. Atlantic Waste North Company of Sandwich <br /> has a permit to haul trash from Mashpee to Otis. However, there is no record of any Mashpee <br /> trash being hauled to Ofis by Atlantic Waste Forth. <br /> The Board asked Catherine to send a letter to the BCH, for the record, stating that according to <br /> her records= Atlantic Waste North Company is not going to Otis, but is illegally dumping trash at <br /> Bourne. <br /> Steven Ball made a motion that the Board of Health revoke the dumping permit for Atlantic Waste <br /> North Company of Sandwich unless they comply with a request from the B H for a show cause <br /> appearance before the BOH at the next meeting scheduled for September 22, 2005. Lucy <br /> seconded the motion. All approved. <br /> k <br />
