TOWN OF MASHPEE
BOARDOF HEALTH - PUBLIC MEETING
Minutes of the Meeting of Wednesday, July 2 , 200 .
Board Members Present: Also Present:
Lucy B. Burton, Chairman Glen Harrington, Health Agent
Burton Caplan, Vice Chairman Veronica Warden, Assistant Health Agent
c alliope Egloff, Clea
Chairman Lucy Burton called the meeting to order at 7:00 PM.
APPOINTMENTS
. 7:16 PIM—Charlene P Iley -Show cause Hearing—Kennel
Kimberly Daly, from Rockland, introduced herself to the Board. IUs. Daly stated that she
had purchased a dog from Charlene Pelley, owner of Seashore fennels, on April 1 ,
2008. Ms. Daly stated that shortly after she brought the puppy home, it became sick,
and she contacted Charlene Pelley, who instructed her to return the puppy to the fennel
for a dextrol shot. When the puppy did not respond to the dextrol shot, Ills. Daly was told
to leave the dog overnight and MIs. Pelley would take it to a veterinarian next day. After
a series of phone calls between MIs. Daley and Mks. Pelley involving discussion as to
whether or not the dog had been seen by a veterinarian, MIs. Daly learned that the puppy
had not been seen by a veterinarian. M . Daly returned to the kennel and took the dog
home. MIs. Daly subsequently took the dog to a veterinarian, who diagnosed hires with
Coccidia, hookworm and ringworm, and May 2, 2008, the dog had to be euthanized.
MIs. Daly stated that she has spent$6540 on the dog and its healthcare, none of which
has been repaid or shared by the Seashore Fennels, and she was looking for an
explanation.
Veronica Warden presented a chronological order of events involving the Seashore
Kennels, which brought to light additional puppies purchased from the Kelleys during
May and June of 2008 that were diagnosed with liver disuse, and one who was
diagnosed with hypoglycemia, dehydration and anemia, went into cardiac arrest and
died a day later.
Charlene and Richard Pelley introduced themselves to the Board as the operators of
Seashore Fennels which they run out of their hone at 171 Sandwich Road. Glen
Harrington asked the Pelley hover many dogs they had in their kennel, and the Pelleys,
who cold not give an enact number, finally carne up with an estimate of 9 Yorkies,
Maltese, 1 Pomeranian, and 1 Doberman, plus 11 puppies.
Glen Harrington commented on the following items that represent a basis for BOH
action-
1) the Kelleys are operating a kennel as a business, out of their hone, which is zoned
for residential, not commercial, which means that they are out of compliance with the
BOH regulation. If the I elleys reduce the number of dogs to less than 10, this will bring
them into compliance with the BOH regulation
2 In the past 6 gears there have been 5 complaints of sick dogs corning from the
Seashore fennels
