Town of Mashpee Department of Pu6Cic Works <br /> 350 Meetinghouse soar! <br /> ��( y Mashpee, Massachusetts 02649 <br /> Telephone- (508)539-1420 <br /> Fax- (508)539-3894 <br /> MEMORANDUM <br /> January 14, 2009 <br /> TO: Board of Health <br /> Glen Harrington, Health Agent <br /> FROM: Catherine Laurent, Director t <br /> SUBJECT: Use of Upper Cape Regional Transfer Station <br /> The Upper Cape Regional Transfer Station (UCRTS) signed a contract in December 2007 <br /> with Mass Coastal Railroad,the new EOT licensed rail operator for southeast MA, to <br /> transport solid waste from the facility to SEMASS. The new contract resulted in a $2.21 <br /> per ton decrease in costs. With this decrease, the savings to the Town of Mashpee in <br /> 2008 was $8,800.22. This savings, however, has been lost. <br /> A condition.of the contract required that a minimum of 40,000 tons total of solid waste be <br /> tipped for transport by rail by the users of the UCRTS. Only 35,311.09 tons were tipped <br /> in 2008. The four member Towns and Otis are therefore obligated to pay Mass Coastal <br /> for the difference. Mashpee's share equals $8,190.12. <br /> Some decrease in tonnage is to be expected with increased efforts in recycling. This <br /> alone cannot explain the over 2,000 ton decrease in solid waste tipped at the UCRTS <br /> from Mashpee in the past 3 years. One undeniable factor in the lower tonnage has been <br /> the failure of all licensed haulers to tip at the UCRTS. This is a requirement of the <br /> Refuse Hauler Permits issued in both Mashpee and Sandwich. <br /> Eight haulers are licensed to operate in Mashpee. Their trucks tipping at the UCRTS are <br /> weighed and each week, these weights are mailed to DPW for billing purposes. Having <br /> reviewed these records, a question arises as to the compliance of Cavossa Disposal <br /> Corporation with the requirements of their permit. <br /> Attached is a summary of their use of the UCRTS in 2008. While providing trash and <br /> recycling service to the largest commercial development in Mashpee as well as other <br /> customers, their use of the UCRTS has been both sporadic and nonexistent. During four <br /> months of the year, no waste was tipped. During the other eight months, the weight <br /> ranged from a high of 29.39 tons to a low of 2.63 tons.
