Management and administration of <br /> the Mashpee Housing Authority is the responsibility of the Executive Director, with support from <br /> staff comprising of an Executive Assistant, a property manager, an administrative/bookkeeping <br /> assistant, a Maintenance superintendent, and a Custodian/Groundskeeper. <br /> Policy is established by a five member Board of Commissioners--four of whom are elected and <br /> one state-appointed by the Governor of Massachusetts. current members are David Harsch, <br /> Richard Halpern, Francis Laporte, dill Allen, and Kevin sh ckett. <br /> Activities During the lust Year <br /> Mashpee Housing Authority was the proud recipient of the 2009 Outstanding Agency Award <br /> from the Massachusetts chapter of the National Association of Housing and Redevelopment <br /> pr ent <br /> Officials for its development and r anegement' f the Ash is Path Apartments. The authority. <br /> ended 2009 by taking over full manager nt of Asher`s Path Apartments, after successfully <br /> receiving approval from Mass Housing Finance Agency and Mass Housing Investment corp t <br /> do so. Transition of management by Peabody Properties to the housing authority will take <br /> place over the first quarter of 2010. Mrs. Botsford has maintained her certification as a credit <br /> Compliance Professional and increased to level c P. <br /> The housing authority has done it's best to keep up with building maintenance, landscaping, <br /> and tenant services at our public housing sites, despite a cut to budget spending by almost 50/0. <br /> In 2009, the Authority paid out over $354,500.00 in rent subsidies for Mashpee residents. We <br /> replaced the copier in the office, completely rehabbed many units, and paid $933.21 to the <br /> Town of Mashpee for a payment in lieu of taxes for our family house site. <br /> As of December 31, 2009 all waiting lists are open for the following housing programs that w <br /> offer: chapter 667 housing (elderly/disabled housing) at Hrneyer Village; chapter 705 housing <br /> for families (three bedrooms); the one, two, three, and four--bedroom MF VP Project Based <br /> housing at Mash pee Village and housing for those 55 years of age or older at Asher's Path <br /> Apartments. Eligibility requirements must be met based on the individual programs. <br /> The Authority awa rded.the contract for the Breezy Acres Expo nsion"Project to Housing <br /> Assistance corporation of Hyannis. This project, partially funded by the town of Mashpeo's <br /> Community Preservation Act funds, will expand the family housing at our property located at <br /> 570 Old Barnstable Road (Breezy Acres). This project is currently in its pre-development phase <br /> and expects to move to the comprehensive permit phase in early 2010. <br /> A normal state-audit was conducted with no findings. <br /> The following policies were adopted or updated: Policy on satellite Dish/Antennas/Video and/or <br /> audio Programming Devices, Reasonable Accommodation Policy & Procedure, Personnel Policy, <br /> No smoking Policy, Procurement Policy, and the Fiscal Policies & Procedures. <br /> Annual elections were held in June and the Executive Director's performance evaluation was <br /> done in November. <br />
