Y • The MHA website has been updated <br /> • FIHIC is corning to Asher"s Path on November 12 to do their annual review and audit <br /> • Mrs, Botsford provided the board with her annual Affirmative Action Analysis Deport <br /> Asher's Path Budget will be submitted to VIHIC by the end of the month. <br /> OLD BUSINESS: <br /> Breezy Acres Expansion update: Mrs. Botsford gave the following update on the project. <br /> Waste water treatment <br /> HAC has finally settled on connecting to the Mashpee High School waste water treatment plant. <br /> Though it is not a financial bargain, it is the right thing to do from an environmental standpoint <br /> and it improves the quality of our site. HAC has reached a preliminary financial agreement with <br /> the town that is manageable and are working (alone with many attorneys) on finalizing those <br /> arrangements for the rung terra. Part of the challenge was to include the existing units into our <br /> solution as required by the FFP and the costs associated with that. We have been working with <br /> Leslie Bos of the Division of Public Housing and Rental Assistance at DHD on a capital <br /> contribution based on our estimated capital and operating costs. we have requested a little over <br /> $400K, but are conservatively estimating that we will receive 50i on our application. <br /> • Perrx�itkin <br /> On September loth the Comprehensive Permit was fled with the town cleric, and most recently <br /> recorded. we were granted our Comprehensive Permit in just two hearings. <br /> • Site <br /> Due to requests from the ZBA and the Fire Chief we have made some modifications to the site. <br /> One of buildings was roved closer to the parking lot; we have created a large open playfield <br /> behind the buildings and added some additional parking spaces. <br /> • Financing: <br /> On August I 8th HAC received a reservation of funds from the Massachusetts Housing Partnership <br /> in the amount of$750k, <br /> On September 16th HAC submitted an application to Department of Housing and Community <br /> Development requesting the following funding: <br /> 0 $500k from AHT(Affordable Housing Trust) <br /> • $350kfrom HMEHF <br /> 0 $1501 from CBH (Community Based Housing) <br /> 0 $350k from DHD Division of Public Housing <br /> Also on September 16th HAC submitted ars application to BH (Barnstable County HOME <br /> Consortium) requesting:$1751 <br /> • Project Based Voucher_RAe uests <br /> We had originally hoped to obtain ten PBS s for this project but were reminded that 'it would result <br /> in having to meet Davis Bacon requirements, which is not possible on a project that is already s <br /> expensive to build, particularly because of the cost of waste water treatment. The contribution <br /> from the Public Housing Division has made it possible to reduce our debt on this project, raking <br /> the 8 PBVs financially doable. Because the Mashpee Housing Authority is committed to serving <br /> families earning 50% of AMI or less, with at lust 5% at 0% of AMI or less, the PBVs become <br /> an essential part of our financial feasibility. <br /> • Environmental <br /> HACX received a letter of approval from Natural Heritage & Endangered Species Program <br /> (NHESP) on July 29th. This letter was a required part of the process because the project is <br /> located within the mapped habitat of the Eastern Box Turtle. HAC has also completed the 21E <br /> site assessment with no issues. <br /> • Movinq Forward <br /> HAC expects to hear about funding in late November early December. If we are awarded funding <br /> at that time we will rove forward with more detailed construction drawings and septic plans and <br /> start pursuing permits. If everything is moving forward according to plan we will hopefully begin <br /> construction in late spring early summer of 2011. <br /> - - <br /> i <br />
