His proposal for floating cages was an <br /> issue for some Waterways Commissioners and a resident attending the meeting. <br /> The Shellfish Constable brought up the new issue of floating aquaculture gear <br /> attracting birds particularly cormorants that prefer to land on floating objects not <br /> attached to land. Bird droppings contaminate the water which can cause high <br /> numbers fecal coliform bacteria in the water and areas closed for shellfish <br /> harvesting. Mr. Smith said that he would propose bird.control measures. He had <br /> not submitted an application as of the end of November, but opposition from a <br /> number of residents was communicated to the Town Manager, Selectmen and <br /> Shellfish Constable via emails and phone calls. <br /> Water quality monitoring continued with multi-parameter sondes deployed <br /> year-round and monthly water samples collected for analysis in the SMAST and <br /> Town labs <br /> Old Business <br /> Comprehensive Watershed Nitrogen Mangement Plan (CWNMP) — <br /> Implementation Plan: Implementation this year of oysters and quahogs <br /> described in the Shellfish Constable's Report above. <br /> Great River Ramp Reconstruction: Delayed due to permitting. <br /> Public Access: Blocking of access at the Daniel's Island by the landowner is a <br /> problem for access family shellfishing area there. There was discussion of <br /> moving the family area to Ockway Landing. Blocking of access to Shoestring <br /> Bay by boulders on Simon's Narrows Road was also discussed. <br /> New Business Shellfish Aquaculture License application — upper Great River. <br /> Thomas Smith presented: Thomas Smith described his proposal to for <br /> Shellfish Aquaculture License to grow oysters in floating OysterGro cages in an <br /> area in upper Great River with floating upwellers at his dock at 226 Monomoscoy <br /> Road.
