i
will be advertising for her positron. Hopefully, we can recruit a qualified F S S participant to apply_
Ms. Reed will be attending the Fall NAHRO Conference to be held in Westport on November 16,
17 and 1 8th.
Ms. Reed reported on a situation regarding a Section 8 participant who was erroneously leased up
in Falmouth in April. Once the error was discovered, the file was transferred to Falmouth.
Consequently, the landlord was never paid. In an attempt to resolve the situation, Ms. Reed met
with Mr. Murray,E.D. of the Falmouth Housing Authority and the landlord. Mashpee was to pay
the authority share ofthe rent for a month and a half which totaled $1,104. The landlord indicates
it was his understanding that Mashpee would pay $1,400 which includes the tenant's share.
Housing authorities are not allowed to pay tenant rent sham; therefore, Mr. Murray has indicated
that failure to pay the difference will result in his pulling the other three certificates that we
currently are hosting. This represents a loss of approximately $148.14 per month in
administrative fees for a annual total of$1,777.68.
The Mashpee Housing Authority does not have a choice in whether Falmouth reclaims
administration of certificates due to the jurisdiction ruling. There is a Memorandum of
Understanding which states that housing authorities will not go into a neighboring town which has
a housing authority under management--or at least without notification that they intend to do so-
After
_After further discussion, a motion was made by Mrs. Mills and seconded by lair. Peoples to
authorize the payment of$1,104 and to return the three Certificates to Falmouth. The
motion carried.
There is a subsidy overpayment in the amount of'$3,026.60 that must be returned to DHCD--this
figure is in agreement with the year end financial statement.
Tenant's Association:
Ms. Burke reported that the Association is working on- parking along both sides of Jobs Fishing
Road d which has created a safety issue. She has met with representative Mashpee Commons
and the Mashpee Police department in an effort to resolve these issues. No parking signs will be
installed in front ofthe development. The is a clear example ofa goad working relationship with
the Association, the administration and other town agencies.
The Association was also met with the Director with regard to the budget process.
Other Business:
Commissioners Training session on November 81, 1997 in Easton. Comunissioners who wish to
attend should let the Director in order to make reservations.
Next meeting will be held on Thursday, November 13, 1997.
There being no further business to cone before this Board, a motion was made by Mrs. Dill
