r
went into effect on October 1. The final workshop will be hosted by Mashpee Housing
Authority on October 80.
NEW BUSINESS:
Adoption of Section 8 Fair Market Rents Pa ment Standards. Mrs. Botsford
presented the Board with the newly issued Section 8 Fair Market lents for the
Mashpee area and explained that they had been increased a few dollars. Mrs.
Botsford then reported that the Mashpee Dousing Authority does not have a Section
voucher Payment Standard Schedule which is used to calculate rents for Section 8
tenants that have Vouchers, not Certificates. Mrs. Botsford explained that the Board
had the option of adopting a schedule which reflected a standard up to 100% of the
Fair Market Rents or as lour as 0%, or anywhere in between. Mrs. Botsford presented
a spread sheet outlining what the voucher payment standards would be at 80%, %1
90%, and 5% and explained how they impact the rental amounts for Section 8
voucher recipients. After a short discussion, a motion was made by Mrs. Mills to adopt
the Voucher Payment Standard at 80% of the Fair Market Fent. There being no
second, this motion did not carry. A notion was rade by Ms. Finton and seconded
y Ids. Younger to adopt the section 8 Fair Market Rents and a voucher Payment
Standard at 85% of the Fair Market Rents. The motion was adopted.
Maintenance Repair Charges: Mrs. Botsford reported that the housing authority was
having a problem with residents continually damaging property, especially at the family
y site. Mrs. Botsford suggested a policy to chane residents when items are repeatedly
damaged by residents. She presentee the Board with a survey she had done of four
other Cape Cod housing authorities to see what and how they charged residents for
repeated repairs and lock outs. After a short discussion, a motion was made by Mrs.
Mills and seconded by Ids. Finton to adopt a policy for charging residents at the
rate of$14.00 per hour plus materials for replacement or repairs due to repeated
tenant damage and for after-hours look outs. The motion was adopted.
t
OTHER BUSINESS:
Update on Martha's Vineyard Conference. Mrs. Botsford reported that the Leo Dower
Conference on Martha's Vineyard was extremely informative and beneficial. It was run
} in a case study approach and the attendance at the conference was split; Half were
executive directors and the other half were board members. People carne from all over
the country and it was a good opportunity to learn how others handle situations that all
housing authorities are confronted with. Ms. Younger attended the conference the
week before Mrs. Botsford did and also enjoyed it very much.
s U date on Provinceto rn Seminar Mrs. Botsford reported that she attended a Saturday
Seminar in Provincetown on Open Meeting Laver. The seminar was put on by attorney
Fiat Grace and Mrs. Botsford reported that she found it very beneficial.
