40
Mrs. Botsford reported that she attended the monthly meetings for SMEDA (Southeastern
Mass. Executive Director's Association), CHOO (Cape Housing Officials Organization), Mashpee
Human Services, and UCDVC (Upper Cape Domestic Violence Coalition). SHADO (Small
Housing Authority Directors Organization)was cancelled. Mrs. Botsford reported that she
was invited to amend a meeting at Mashpee Human Services for a Working Group for the
Housing for the Developmentally Disabled, which she did attiend. She also attended a Women's
Wellness Retread, which is being offered to human service providers in Mashpee and will meet
approximately every two months. She also attended a Rat Grace Seminar on Lease
Enforcement and announced that Mashpee Housing Authority is hosting her next seminar an
grievance procedures. Mrs. Botsford announced that she was appointied to the NAHRO
Professional Development/Member Service Committee. j
Mrs. Botsford reported that the waiting list update for the MRVP was done.
Mrs. Botsford reported that we have 3 AHVP vouchers, 22 MRVP Mobile, 26 Project
Based Vouchers, 11 Section 8 Certificates,, 6 Section 8 Vouchers and 8 Housing Choice
Vouchers leased in Mashpee.
Ms. l.ikins presented a question as to why a check payable to Waste Management was
different than the amount of the bill they sent. Mss. Botsford explained that she would
notice this with a few bills, particularly utility bills, die to the fact that bills are held and
paid at the board meetings and by the time the checks are sent, some vendors have
already sent their next bill which does not yet reflect the current payment (i.e. bilis and
checks end up"crossing in the mail".)
opo BUSINESS:
Technical Assistance Program Completion&@ura Sh It: Mrs. Botsford stated that she
had just received a couple hours ago a fax from the engineer at Coastal Engineering
indicating that he has determined that the parte! of land we've been given will
accommodate up to 56 one-bedroom units. He will be preparing a complete report and
forwarding it next week. Mrs. Botsford introduced Laura Shufelt who then gave an
oral presentation to the board with regards to the work that she and Mrs. Botsford have
been doing in the past six months to move forward with the development of the land.
Ms. Shufelt gave a detailed description of the process to follow and described the two
options that the housing authority has when choosing a developer. Ms. Shufelt
described the difference between using a developer who take advantage of tax credits
and a developer who would be successful in getting a Federal 202 grant from HUD to
subsidize the rent. Ms. Shufelt explained that if we want design control and
management of the property then that needs to be in the Request for Proposals and
Request for Qualifications. Ms. Shufelt explained that the next round of funding for
202s is next May and that most 202s do not get funded the first round, but usually the
second year. Ms. Shufelt explained that the housing authority needs to try to find an
attorney who would do pro-bono work and handle the transfer of the land from the
town to the housing authority. Ms. Shufelt stated that she would be developing a
written report in the next couple weeks and would forward it to Mrs. Botsford.
