<br /> The meeting was called to-order by the ice-chairperson.at 5:3 5 p.rn. as the chairperson was
<br /> running a few minutes late. A quorum declared with the following members present: E. Stuart
<br /> Peoples, Dan Horrieyer, and Richard Halpern. La erne Williams was absent. Also in attendance
<br /> was Leila Botsford, Executive Director and Thomas J. Joy, Jr,,, Fee Accountant. David Harsch
<br /> joined the meeting at approximately 5:40 PIVID
<br /> The Chairperson tabled the secretary's Report, the Treasurer's Report,, the Executive Director's
<br /> Report and the Election of Officers until after the F 2 04 budget submission.
<br /> At this time, Mrs, Botsford introduced Tom Joy, Fee Accountant, who proceeded to review the
<br /> }rear-end report for 2003 and to present the FY 004 budget submission. Mr, Joy started by
<br /> reviewing the previous year"s activity and pointed out that the housing authority had a very
<br /> good year and instead of needing a+subsidy of$2,,748.00 from the state, we only needed a
<br /> subsidy of $24,28. Mr. Joy explained that this year, DHCD is not allowing any increase to non-
<br />! utility budget.iter s, and we wills not be receiving.any extra money for extraordinary
<br /> maintenance or common area improvements as-vire have in the past. fir. Joy also explained
<br /> that we may hair fo appeal to DHCD at some point for some relief,-.as af srnall,housing
<br /> authority of our size cannot carry an adequate reserve, particularly when the administrative fee
<br /> for the MRVP does not fairly corer the_-program's share,of expenses. He explained in detail the
<br /> MRVP and 4001 budgets and the changes as,outlined in the Budge Guidelines.
<br /> Ir* Peoples moved that the proposed operating budget for statewAided 4001
<br /> Housing of the Mashpee Housing Authority chapter 667/705 Programs Number
<br /> 400-1 for Fiscal Year Ending 3une 30, 2004 show!ng Total operating receipts of
<br /> $114,850.00 and Total Operating Expenditures of$107,924.00 be submitted to the
<br /> Department of Housing and Community Development for its review and approval.
<br /> Nor. Halpern seconded the motion,, which, upon roll call, was passed by a vote of
<br /> four(4)to ero ,

<br /> Housing of the Mashpee Housing Authority programs Number MRVP for Fiscal Year
<br /> Ending June 30, 2004 showing Total operating receipts of$16,,000.00 and Total
<br /> Operating Expenditures of$16,,855.00 there by requesting a subsidy of$855.00 be
<br /> submitted to the Department of Housing and Community Development for its
<br /> review and approval, Mr. Peoples seconded the motion,which, upon roll call, was
<br /> passed by a Grote of four4 to zero(0).
<br /> The budgets were certified and signed and sealed by the secretary. The board thanked Mr. Joy
<br /> for coning in and for his Delp throughout the year,
