Stuart Peoples was excused. Also in attendance was Leila Botsford, Executive Director,ctor, rid <br /> Thomas 3. Joy, Jr., Fee Accountant. <br /> At this bine, Mrs. Botsford introduced Tom Joy, Fee Accountant,, who proceeded to present and <br /> expfain the FY2005 budget submission. He explained in detail the MRVP and 4001 budgets and <br /> the information outlined in the Budge Guidelines. Mr. Joy explained that for the third year in <br /> row, DHCD is not allowing any increase to non-utility budget items, including salaries, and we <br /> will not be receiving any extra money for extraordinary maintenance or common area <br /> improvements ents s we have in the past. Nor. Joy explained that, due to the reduction in Federal <br /> income, and no increases in salaries from the state, the salaries for office staff are being cut b <br /> about $10,000. Mrs. Botsford explained that this means that Alice is being cut to only 10 hours <br /> per.week, and-Mrs. Botsford's hours will be decreased to 26 per week, starting .January 1, 2005. <br /> Office hours will need to be adjusted accordingly. Mr. Joy noted that DHCD was allowing a <br /> one-time $1,000,00'bonus'to employees who are eligible for health insurance through the <br /> housing authority, but d .not take.-it. airs. Botsford would be the only one on the staff eligible <br /> i for this tonus'. �HCD is also allowing a year-end 1 bonus to each employee. After <br /> discussion, Mr. Halpern moved that the proposed operating budget fbr te-Aided <br /> 4001 dousing of the Mashpee dousing Authority Chapter 667/705 Programs <br /> Number 400-1 for Fiscal Year Ending June 30,, 2005 shoving Total operating <br /> Receipts cf$128,750.00 and Total Operating Expenditures of$121,531.00 be <br /> submitted to'the oepartrnent of Housing and Community Development for its <br /> review and approval. Mr. Homeyer seconded the motion,which, upon roll call, was <br /> passed by a Grote of four to eroo . <br /> A <br /> Ms. Battles moved that the proposed operating budget for State-Aided MRVP <br /> Housing of the Mashpee Housing Authority Programs Number MRVP for Fiscal Year <br /> Ending June 30,, 2005 showing Total operating Receipts of$208,,400.00 and Total <br /> Operating Expenditures of$208,555.00 there by requesting a subsidy of$155.00 be <br /> submitted to the Department of Dousing and Community Development for its <br /> review and approval, Nor# Halpern seconded the motion, which, upon roll call,was <br /> passed by a Grote of four to eroo . , <br /> The budgets were certified and signed and sealed by the secretary. The board thanked lir.-,Joy <br /> for coring In and for his help throughout the year.
