A quorum was declared with the following <br /> members present: Jill Allen, Charlotte Carron, Richard Halpern, and Francis Laporte. David Harsch <br /> arrived at approximately 6:05 PNS. Also in attendance: Leila Botsford, Executive Director/Board Secretary, <br /> Edward A. Fish, Michael Fish, Vincent Gault, Maintenance Superintendent, Fran Delgado, Asher"s Path <br /> resident, Sue Davenport, Asher"s Path resident, and Paul McLaughlin, Asher"s Path resident. <br /> The Vice Chairperson asked if there was any public comment and recognized Sue Davenport who asked <br /> to read a letter addressed to her. Edward A. Fish and signed by all but four Ashe s Path Apartments <br /> residents. The letter states that the working relationship with the i lashpee Housing Authority has always <br /> been very positive and for the most part residents are very happy at Asher`s Path Apartments. The letter <br /> goes on to outline two issues that that residents feel have not been appropriated addressed by Peabody <br /> Properties Management. The first issue of concern is that the two side-doors on the building are not <br /> accessible residents with mobility issues and there are no railings. Side doom are being propped open, <br /> because the walk from the side parking lot areas to the front entrance is too long a walk for many <br /> residents. Mr. Fish thanked the residents for corning <br /> forward and speaking up. <br /> Mr. Fish stated that he visited the property efor 'the meeting and was vary upset about the lawn at the <br /> site. Mrs. Botsford stated that the purchase order was just approved by Alyce Tracey last Thursday'and <br /> that Maffei had started the work as soon as it was approved. Mrs. Botsford explained the history <br /> surrounding this issue. She stated that while she was out on medical leave last fall, whoever did the <br /> budget did not include enough money in the landscaping line-item for fertilization, turning on the <br /> irrigations system, mulch, spring or fall clean-up, or flowers. Mrs. Botsford had brought this to the <br /> attention of Alyce Tracey and Laurie McGuire but was told that she needed to work within the budgeted <br /> amount. She stated she has gone back and forth with therm for the last few months, to no avail so she <br /> was forced to submit a purchase order for only the minimal landscaping (lawn mowing, turning on and off <br /> the irrigations system, street sweeping). Mr. Fish stated that it is so important to him that he will make <br /> sure that there is enough money for everything that is needed. Mr. Fish asked that Mrs. Botsford forward <br /> everything to nim with regards to this issue. Mrs. Botsford stated that she will be at training in QuiffIc <br /> tomorrow, but will get everything to him first thing Wed.nesday. <br /> . I IN E : <br /> Minutes for the regular meeting held on March 1 , 2008 were presented. A motion was made by Mr. <br /> Laporte and seconded by FIs. Garron to accept the minutes as printed. The notion was <br /> adopted. <br /> E4 <br /> . MEETING W TH MR, FISH/PEABODY PROPERTIES: The.vice chairperson asked Mrs. Botsford to <br /> review some of the items Of concern. Mrs, Botsfdrd thanked Mr. Fish f rcoming to meet with us and <br /> reviewed a little bit of the history of the project. Mrs. Botsford stated that although she missed much of <br /> the lease-up at the Ashe s Path Apartment building (due to her accident last July) she feels that she's <br /> made up for lost time in trying to learn the Low Income Housing Tax Credit Program LIHTC . -She had <br /> passed the Spectrum exam and has 20 years of property management experience, so despite the fact <br />
