PRESENTATION TO THE SELECTMEN
(Rough Draft)
Good evening gentlemen. it has been six months since our
last meeting. During that time we have taken, your thoughtful
suggestions and concerns for review. We have come up with-some
new and exciting cost reduction strategies.
The committee and i can now envision the day when we will all be
standing with shovels in our hands readying for the ground breaking
for Mashpee's much needed new library. '.During, this brief
presentation, we will review the: reasons why Mas' h pe'e,desperately
needs a new library, why we_have chosen the-site that'we_have, the
new cost reduction measures that we haVe.made, the staff increases
needed for the.new b uilding, the cost t
o. Mashpee,' taxpayers and the
plans'for fund raising. My talk will be followed by Stewart.Roberts's
presentation of the new design changes with a more detailed
. elaboration of the associated cost reductions. We will fake questions
and answers after Stewart's presentation: Fasten your seat belts for
the revised view of Mashie's new library. We hope' that you will
become as excited as we are.
Let's review again why Mashpee.'needsa new library..
-- When the' current librarywas planned'in the early 19809, the
population was 3,7Q0 residents. By the time the library was bbilt in
.1986, the population was 5,141. When,9the doors opened, the library
was inadequate in size. It was not suffic'ie' nt for the needs of the
-------- ------populatio'n--according-to-standards-setfor-asize
-populatio-thafi- .---Our,- -- -
current population is now 14,044 with growth estimations of 17,600
residents when Mashpee build out occurs. According to Eric Smith's
report in the 7996 Comprehensive Town Plan' for Mashpee' , he says
that we should have' a '16,085-sq. ft. b uilding for' a population of
X4,400. He based this on the Wiscon' sin Library Standard Planning
Guidelines. Mr.. Smith considers this the most detailed guidelines
available at that time. Our library is 11 ,000sq. ft. short. According to
Stewart Roberts, who. has been involv'e'
d in the' design and
construction at 1"Many libraries,'the standard used by most towns in
Mass a ch u sefts is- 1 .5-2 sq. feet pe r 1,000 population. B y those
standards, our library should be 21,000.1to 28,000 square feet NOW
with our current population. You can do the math fior a population of
17,600. So you see, how severely undersized our library is. The town
cannot provide the necessary services.far Mashpee's growing
population. A library, like the p
ublic ser'-vices of fire and police is for
