Joype was very supportive of
the library building project. She-stated that she thought it was wise to postpone any presentation
to the Board of Selectmen to May, until after the Town budget is finalized, and after Town
Meeting and Town elections are over. At this point the Selectmen's plate will be clearer and their
,Hinds will be freer to consider the ideas put forth in the Library's presentation. Joyce is very
hopeful that the selectmen might be able to support and authorize a$3.5 million warrant. When
asked whether they right support a $3.7 -$3.8 million warrant, Joyce said it would do no harm to
ask. By May, she will have looked at the debt ratio and all financial factors at that time and will
be in a better position to support a$3.5 million warrant.
Joyce mentioned two issues that some of the Selectmen have with the current Library Committee
building plans. -
1 they have been told that it should be possible to build a library at a cost of$185 per sq.ft.
2 they think it should be feasible to add 10)000 sq.ft. on to the current library building, this
eliminating the need for construction of an entirely new library building
3)
In response to issue number one, Joyce suggested separating out the soft costs from the
construction costs, to illustrate to the Selectmen the actual projected construction cost per ft.
(see Attachment A for Stewart Robert Projected Budget Estimate of Probable Project
Cost).
In response to issue number 2, Joyce explained that this idea had already been explored.
Before adding on to the existing library, it would be necessary to bring the building up to code,
which would cost as much if not more than constructing a new building.
,Joyce also mentioned the possibility that the tuning of one bond being paid off in the future night
coincide with the issuance of a new bond, thus creating a wash. This would eliminate the issue of
n additional tax burden on the Townspeople to pay for a new library.
