Publicity for the <br /> event will begin net week. <br /> To date, the fund raising committee has raised $130,000 4o$140,000. Tom stressed.the point that our <br /> funding goals will be realized. We need to be patient; we need to create more excitement at the library <br /> itself. Tom plans to compile a final report on the May ath Forum that will include synopses of reports from <br /> the ForUrn attendees. <br /> Construction. Steve cook, chairman, stated that no meetings have taken place as yet. He and Jane <br /> Dolan are exploring avenues to save on energy costs. They plan to come up with a short mission <br /> statement that states our approach to the construction of the new library: a cost and energy-efficient <br /> building. Solar and geothermal systems are effective energy efficient tools but are prohibitively <br /> expensive a to implement. Emphasis on energy conservation and cost reduction measures is the best way <br /> to go. <br /> REVIEW of PRESENTATION To SELECTMEN <br /> The committee reviewed in full the presentation prepared by Sheldon Gilbert. Comments were rade, <br /> with suggestions for charges, additions and deletions. Sheldon will compile all the recommended <br /> changes and prepare a final presentation for the Selectmen's meeting on June 7. <br /> Sheldon stated that the newly approved Charter for the Towh of Mashpee provides for the establishment <br /> of a special planning and construction committee which shall oversee the total capital outlay for the Town, <br /> which will offer a broader concept of how each project fits in_ once the committee is established, it may <br /> elect to take over the responsibility for the construction bf the new library. selectmen may choose to <br /> delay further work of the LPC, and may choose to delay action at the October Town Meeting until the May <br /> `05 Town Meeting. The LBC plans to ask the Selectmen to proceed with the vote at the October 'o <br /> Town Meeting. A special Town election to Grote on approval for a new library is an-option. The cost for a <br /> special'election is $loo. <br /> REPORT ON STATE GRANT INFORMATION SESSION FOR POTENTIAL APPLICANTS <br /> Sheldon reported that he and Bonnie attended a two-hour state grant information session for potential <br /> applicants in Wrentham on May 25th 'with many communities represented there. <br /> The process of applying for a state grant is very complex. A letter of intent must be filed in October. An <br /> application must be prepared in time for filing in February '05- one of the requirements for qualifying for a <br /> state grant would be to initiate an RFQ process for architects, select gree finalists, interview them and <br /> select the architect after negotiating the work to prepare a schematic design. Mashpee would also have <br /> to get a ruling from the Inspector General and Attorney General's office that this action meets the State's <br /> requirements ents because Mashpee has used an architect that did not go through the RFQ process_ <br /> Financing this and having the work completed its time for the full application, which is due by February 9, <br /> is highly in doubt. This is only one of,navy requirements that would have to be,net.
