4
I
recently refunded library.staff position. A choice will be made soon: and hopefully the library wiil
be able to reopen on Fridays.
Publicity. Bonnie Barrett reported on several recent publicity committee meetings. The
committee focus is on getting the vote out at the October Town Meeting. Posters and bookmarks
are in the works, which will be reviewed by Joyce Mason. The Friends will fund the print
expense. Upcoming event dates at flashpee commons, which will afford publicity opportunities,
include 7/27, 7/291 8/13. 9/1 . Permission has been granted to send publicity home with children
from the local schools. Sunny Merritt agreed to get involved in a poster and essay contest at the
schools. Jane Dolan presented a "fundraising thermometer' suggestion, using book stacks to
measure fundraising progress.
MEETING WITH JOYCE MASON.
Sheldon reported that he had met with Joyce Mason today to clarify several points.
Joyce confirmed that she expects that the financing of the new library will not result in a tax
increase provided no new unanticipated borrowings are rade before the borrowing for the
new library. The$3.5 million20-year revenue bond in 2007 should replace other debt that is
being retired.
Procurement Exemption-Request for the Grant Program. Patience Jackson, consultant for
library construction projects, has stated that because the LBC did-not go through the required
RFQ process to hire an architect, a waiver would be needed fr m the Attorney General's
office to procure ars exemption from this requirement. Joyce Mason will call the Attorney
General's office tomorrow to determine the status of this waiver. Joyce Mason has a letter
prepared by Sheldon for her signature, that explains in detail the reasons why the lF
process was not followed. This letter will be forwarded to the Attorney General's office for
their consideration.
Joyce expressed some concerns as to whether, because of the grant program, vire would be
changing the design of the building. Sheldon assured Joyce that no design change would be
made to the 17:370 square ft. current design. This is the design that will be presented at the
Town fleeting on October 18th.
0 Sheldon reminded Joyce about the ,duly 12th deadline for getting the warrant article to the
Selectmen in time for inclusion in the October Town fleeting.
0 Sheldon was reminded that a LBC member can also be a member of the Friends of the
Library, but cannot be an official officer of that organization.
9 At the time of the election, voter support can be conducted no closer than 150 feet from the
polling building. signs at the rotary can be placed 30 days prior to the election and signs
outside the polling place 24 hours before the elec ion.
0 As required by the new town charter, Sheldon will be meeting with the Finance Committee to
get their endorsement for the new library building project.
0 Suggestions have been made to move the Archives into the new library basement_ Sheldon
will meet with Ann Whitlow to discuss the idea. If LBC elects to include a basement in the
building program, this suggestion would need to be discussed with Joyce Mason and the
Board of selectmen.
OLD BUSINESS*
Sheldon reminded the group of the grant requirement for a Letter of Intent, should the LBC get an
exemption ption from the Attorney General. There are a number of requirements to be met before
submitting such a letter, which would involve some worts. February 9, 2005 is the due date for
grant applications.
Forum reports from participants are still coming in. A final report will be presented to the LBC
when all reports have been received,
NEW BUSINESS.
Jane Dolan suggested checking out the Norfolk Public Library website which carries alct of
valuable and interesting information.
2
