Jane Dolan reported that the foods Mole Resource center is having ars open house on October <br /> 2nd, 12 to 4 PM, featuring energy efficient construction materials. <br /> Presentations. Presentations coming up include the following: <br /> Sept. 11th—Poppones et Homeowners Association—Dave Burton <br /> Sept. 21'4at the MashpeeWomen's Club—Maureen Rounds <br /> October h at the Mashpee Men's club—Sheldon Gilbert <br /> October h at Mashpee Focus—Sheldon Gilbert and Helene i eFoe <br /> October Stn_Quashnet Malley Association meeting—Maureen bounds <br /> Monthly Peninsula council Meetings—Carlo D' ste <br /> Grant Program. Sheldon Gilbert explained again the major issue of the donated architectural <br /> s rvices'from Mashpee Commons, which did not meet the Letter of Intent requirements. There <br /> were two options available to circumvent this problem. First, Town Counsel could contact the <br /> State Attorney General's office directly, write a letter to the Board of Library Commissions With <br /> our Letter of intent, explaining the reason why the LBC had accepted the donated architectural <br /> services, and ask for a waiver from this requirement. The second option was to prepare an RFo <br /> (Request For Qualifications). On the advice of Town counsel, the second option was selected. <br /> Sheldon prepared an RFQ and turned it in to Joyce Mason who sent it to Town Counsel. The <br /> eight-lire advertisement was forwarded to the central Register for their review and acceptance. <br /> If accepted, the RFC ad would.be placed a week later(September 1 4) in the central Register. <br /> 10/20/04 is the due date for Letter of Intent Metter witI be submitted by 9/28/04; selected arch itect <br /> will be faxed on 10/19/04). The Board of Selectmen can approve the selection after Oct. 2e. <br /> The Grant application is due on 2109/05. Grant awards are announced in July 2005. Since <br /> construction of the new library will not commence until July 2006, we will have the option to select <br /> the lamer 20,000 sq. ft. design, or the 17, 370 square ft. design, depending on the outcome of the <br /> grant award. <br /> Other important dates regarding the RFC : <br /> 09/14/04—central Register Publication of ad for architectural services <br /> 10100/04--Closing date for receipt of 10 copies of architects' applications <br /> 10/09 thru 10/12—review of applications <br /> 10/13 thru 101 --interviews with 3 or 4 finalists <br /> 10/19/04—selection of finalist <br /> a <br /> DISCUSSION <br /> 1. The Planning and Construction Committee ittee under the new charter is not yet set up. <br /> 2. state Library construction grants determinations are based on the appropriateness of <br /> designs that meet the needs of the existing and projected population of the community. <br /> The state will conduct workshops to explain the requirements for completing a grant <br /> application. <br /> 3. At the Sept. 13th Board of Selectmen's meeting, Sheldon Gilbert will ask for an amount of <br /> money authorized for RFQ. <br /> The next meeting of the LBC is scheduled for Tuesday, Sept. 21, 2004, at the Mashpee tepee Public <br /> Library, 7:00 PM.
