Sheldon <br /> Gilbert reminded the committee that from this meeting the LBC wants to develop as an operating <br /> document a Comprehensive Fundraising program with objectives} priorities, and delegated <br /> responsek ilities} to ensure a successful LBC fundraising program. <br /> CONSTRUCTION. Sheldon Gilbert distributed to each committee member a packet of <br /> information containing copies of reports from the Forum with participants' comments. Also <br /> included ire the packet are comments from Stewart Roberts in response to suggestions made by <br /> Patience Jackson in response to the existing design proposal. Sheldon asked that each <br /> committee member review the packet of information and respond with their comments to Steve <br /> Cook, Construction Subcommittee Chairman, before the next LBC meeting on October , 2004. <br /> Sheldon further reported that Mike trot ky's comments on S fecrete have not yet been received. <br /> PRESENTATIONS. Maureen Rounds reported on a New re bury Women's club presentation <br /> on Sept. 21, with positive reaction.. Maureen will also be attending a Quashnet Valley A sociation <br /> meeting on October-2" . An article appeared in the cape cod gimes on 9/16, as well as a Letter <br /> to the Editor in the Mashpee Enterprise, an article in the I lashpee Commons courier, and an <br /> article in the chamber of Commerce Fall Newsletter. on 10/051 Janl Walford will be <br /> conducting an interview with Helene DeFoe and Sheldon Gilbert on" ashpee Focus". Also on <br /> 10105, Sheldon will be meeting with the I lashpee Mien's club at the senior center. On 10/12: <br /> Ann MacDonald-Dailey will be presenting at the New seabury omen's Club meeting. <br /> STATUS of ARTICLE 20 for$3.5 Million Bond. in the explanation after the Article, the <br /> following statement is made: <br /> "If voted the debt exclusion could potentially add an additional 12 cents per thousand <br /> assessed value". <br /> If approved, the bonds will not be issued until sometime after.,duly 2006. It is possible that there <br /> will be little or no increase in taxes if no new unanticipated bonds are issued between now and <br /> the time the Library Bonds are issued. Sheldon voiced his thanks to Bonnie Barrett, Dave Burton, <br /> and Ann MacDonald-Dailey for attending the Finance Committee meeting and for assistance in <br /> responding to questions posed by members of the Finance Commission. David reported that lots <br /> of good questions were asked. <br /> STATUS of LETTER of INTENT. Helene DeFoe reported that the long-range plan was mailed <br /> - today, updating the building plan_ She stated that all other requirements for the Letter of Intent <br /> are close to completion with the exception of the selection of the Architect. To date, twenty <br /> requests for the RFQ have been received. After the finalists are selected and interviewed, the <br /> architect will be selected and the name of the selected architectural firm will be farted to <br /> Massachusetts Board of Library Commissioners by October 20th' This should satisfy the <br /> procurement requirement for the Letter of Intent. The grant application to the State is due <br /> February 9, 2005. The LLMC and the Board of.selectmen are expected to decide whether or not <br /> to apply for the State Grant. if the Town decides to submit a Grant Application} it will have to wait <br /> until the,State announces awards sometime in July 2005. 1n addition, a Waiting List will be <br /> established and municipalities who are required to supply additional information will be contacted. <br /> By September 2005, the LBC expects to decide which building design will be the basis for the <br /> preparation of Plans and Specifications, the 17,000 sq.ft. or the 20,000 sq.ft. option. <br /> On September 27#'1 200 4, Sheldon Gilbert will attend the Selectmen's meeting and,request0 <br /> authorization to spend up to$30,000 of the$120,000 funds previously approved and remaining <br /> for funding architectural services. Phases I and 11 will require architectural services to review <br /> existing conceptual plans and elevations and the development of final schematics, a site survey, <br /> and an independent estimate of the cost to construct the library; and technical services as may be <br /> requested in connection with the preparation of the grant application. <br /> 2 <br />
