6 <br /> Finance Committee <br /> Minutes <br /> March 22, 2018 <br /> NEW BUSINESS <br /> Annual Town Meeting: (continued) <br /> Article 16: To execute an even swap of land acreage between privately owned land and <br /> conservation land. Acquiring this land will provide permanent protection for a <br /> portion of river front habitat, and provide a connective wildlife habitat corridor <br /> between the two abutting parcels. Andrew McManus submitted communication <br /> to the Finance Committee dated March 19, 2018 with respect to this regard. The <br /> 3.72 acres of existing Lopez conservation land to be swapped is exclusively <br /> upland and contains no rare species habitat. <br /> Motion made by Mr. McCahill to recommend approval of Article#16 as presented. <br /> Motion seconded by Mr. Richardson. <br /> VOTE: Unanimous. 4-0-1. <br /> Roll Call Vote: <br /> Mr. Richardson,yes Mr. Pettengill,yes Mr. McKelvey,yes <br /> Mr. McCahill,yes Mrs. Furbush, abstained Opposed, none <br /> Article #17: To amend the Zoning Bylaw re: Raze and Replace <br /> Jon Furbush Chair of the Zoning Board of Appeals and Michael Mendoza the Building <br /> Commissioner were in attendance to review this article which would clarify, under the bylaw, the <br /> ability of the Zoning Board of Appeals to review and evaluate existing homes to be torn down <br /> and rebuilt which may or may not meet the requirements of the existing Zoning Bylaws. <br /> To obtain a Variance, the applicant must comply with three criteria which includes soil <br /> conditions, shape and topography (only one, not all three), and that the desirable relief may be <br /> granted without substantial detriment to the public good, and the issuance of a Variance will not <br /> substantially derogate from the intent or purpose of such ordinance or bylaw.
