Board of Appeals Minutes - October 22, 1997 4. <br /> Members present: E. Govoni, J, Regan, C. Hawver, M. Makunas, R. Nelson, J. Dorgan, <br /> R. Guerrera, <br /> Mr. Regan read a request from the engineer on this project to continue the hearing to <br /> December 10 to allow preparation of new plans. Mr. Regan moved to continue. Mr. <br /> Govoni seconded. C. Hawver made the vote unanimous. <br /> Paul Martick - (Continued from September 10, 1997) <br /> Members sitting: E. Govoni,R. Nelson, M. Makunas <br /> Mr. Makunas moved to continue to December 10, 1997. Mr. Nelson seconded, All <br /> agreed. <br /> Dunkin Donuts -(Continued from September 24, 1997) <br /> Members sitting: E. Govoni, J. Regan, M. Makunas <br /> The Board reviewed the new parking plan submitted by the applicant. Mr. Govoni said a <br /> new RFP should be prepared to have a consultant review the new plan, Mr. Regan said he <br /> felt a topographical study of the site should be included. Mr, Govoni noted that the <br /> zoning by-laws do not include parking for drive-through windows. He read a letter from <br /> Kevin Kirrane, attorney for Dunkin' Donuts, Mr. Makunas moved to reject all three <br /> proposals to the first RFP. Mr. Regan seconded. All agreed. <br /> The Board reviewed the RFP, Mr. Dorgan stated that this should be a traffic safety report <br /> rather than a traffic impact study. Mr. Regan said study should include topographical <br /> issues. Mr. Govoni moved to continue the hearing to Dec. 10 and to send out a new <br /> RFP.. Mr. Regan seconded. All agreed. <br /> E. Govoni, J. Regan and C. Hawver stepped down for the following meeting. <br /> Andrew Lipnosky -Requests a Variance from Section 174-12 of the Zoning By-laws for <br /> permission to create four lots on an unimproved way and a Variance from Section 174-32 <br /> of the Zoning By-laws for permission to build six residential structures on six lots having <br /> access from an unpaved road. The properties are located in an R-5 zoning district at 117 <br /> and 100 Pimlico Pond Road (Map 2, Block 126, Map 3, Blocks 22 and 1 A)Mashpee, <br /> MA. (Owner of record: Manuel Beckwith). (Advisement from September 24, 1997). <br /> i` <br /> Members sitting: M. Makunas, R. Guerrera, J. Dorgan <br /> i The Board received a memo from the Fire Department requesting that John Ewer Road <br /> be surfaced to meet the requirements of 174-32 and stating that this can be done from the <br /> Sandwich side. Mr. Nelson noted that the plan reads "public way"and that the applicant's <br /> counsel stated that this was wrong and it was not a public way. Mr. Makunas said it was <br />
